Position Overview
The Department of Human Services (DHS) is seeking to hire a Regional Data Analyst for the Data Analytics Office for the northern region. This position is responsible for reviewing large and highly complex performance data sets, statistical and programmatic outcomes from agency-wide programs and initiatives to identify trends, outcomes, and performance. Designs, builds, and maintains efficient data pipelines and storage systems (e.g., data lakes), to ensure data is accessible, reliable, and optimized for organizational needs. Analyzes complex datasets using statistical, machine learning, and programming techniques to generate insights, build predictive models, and support data-driven decision-making. Promotes best practices through effective change management to ensure continuous improvement of Agency departments through the coordination of a variety of special projects across the Agency. Assists in initiating metrics across the Department to reduce functioning deficits so the Department functions more effectively and cohesively among the offices/bureaus/divisions. In collaboration with the Administrator, provides information and technical assistance to other DHS divisions/offices and leaders regarding Key Performance Indicators (KPI). Provides administrative and technical support to the Administrator and other Agency staff. The ideal candidate should possess excellent writing and analytic skills in addition to the ability to multi-task several projects/assignments. Travels statewide in the performance of duties.
Essential Functions
- Serves as a Regional Data Analyst in the development of Key Performance Indicators (KPI) for the Data Analytics Office for DHS sites in the northern part of the state.
- Manages highly complex projects with Divisions/Offices to improve performance and efficiency.
- Initiates metrics across the Department to reduce functioning deficits so the Department operates more effectively and cohesively among the offices/bureaus/divisions.
- Serves as back-up to other Regional Data Analysts by developing KPIs, performing data analysis, preparing reports, and providing recommendations to DHS offices while consulting on continuous improvement efforts and managing projects.
- Serves as a liaison to the Administrator with other Agency staff.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.
Specialized Skills
- Of the three (3) years of required experience, requires three (3) years' experience as a data analyst in the development of performance indicators, organizing, planning, executing, and maintaining management strategies to be used by the program and services for a public or private organization, designing and building efficient data pipelines and storage systems, and analyzing complex datasets using statistical, machine learning, and programming techniques.
Preferred Qualifications
- Three (3) years' experience as a data analyst in the development of performance indicators, organizing, planning, executing, and maintaining management strategies to be used by the program and services for a public or private organization, designing and building efficient data pipelines and storage systems, and analyzing complex datasets using statistical, machine learning, and programming techniques.
- Four (4) years of professional experience utilizing logic models and data analysis techniques with an advanced understanding of statistical analysis, predictive modeling, hypothesis testing, and data visualizations through the use of software such as: PowerPoint, Excel, Power BI, R, Python, and / or SQL.
- Four (4) years of professional experience managing highly complex projects to improve performance and efficiency for a public or private organization.
- Four (4) years of professional experience initiating metrics to reduce functioning deficits so that organizational operations are more effective and cohesive.
- Four (4) years of professional experience performing data analysis, preparing reports, and providing recommendations while consulting on continuous improvement efforts for a public or private organization.
- Four (4) years of professional experience organizing and synthesizing research into high quality, well-structured, oral, and written communications for the review of internal and external stakeholders.
Conditions of Employment
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
