Position Overview

The Illinois Department of Employment Security (IDES) is seeking an organized, professional, and results oriented individual to serve as a Regional Senior Unemployment Insurance (UI) Programs Revenue Analyst. Responsibilities include performing complex research and analysis of Unemployment Insurance (UI) claims and adjudication and advising on liability decisions and effect on claimant eligibility and/or employer chargeability. This position provides a great opportunity for someone who has a strong knowledge of federal and state Unemployment Insurance (UI) rules and regulations related to claimant eligibility and employer chargeability and is dedicated to ensuring timely analysis and reconciliation of claimant and employer records. The ideal candidate for this position will have extensive experience performing complex monetary and non-monetary UI determinations and determining if services performed by claimants were insured work under the UI Act and related rules. Job Responsibilities

  1. Under direction, serves as a Regional Senior Unemployment Insurance (UI) Programs Revenue Analyst for the Illinois Department of Employment Security (IDES) for an assigned area.
  2. Performs complex research and analysis of Unemployment Insurance (UI) claims and adjudication.
  3. Coordinates with Revenue Division and/or other agency staff to advise local office staff of liability decisions and effect on claimant eligibility and/or employer chargeability.
  4. Examines and/or research activity on employer account numbers, liability dates and successor/predecessor relationships, utilizing systems including but not limited to Gen Tax, to determine employer liability for claim charges.
  5. Confers with employers and/or their representatives or attorneys by telephone, correspondence and/or in person in the investigation of employer chargeability and/or claimant eligibility based on affidavit wages or employer liability.
  6. Analyzes and corrects Benefit Chargeable Employer (BCE) information, utilizing systems, including but not limited to the Illinois Benefit Information System (IBIS), to correctly adjust protested charges.
  7. Provides guidance to local office and other agency staff.
  8. Keeps abreast of current federal and state Unemployment Insurance (UI) rules and regulations related to claimant eligibility and employer chargeability.
  9. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

 

Minimum Qualifications

  1. Requires knowledge, skills and mental development equivalent to four (4) years of college with major coursework in accounting, business, mathematics or a related field.
  2. Requires three (3) years of professional experience in account maintenance, investigation and analysis. 

Preferred Qualifications (In Order Of Significance)

  1. Two (2) years of experience researching, analyzing and reconciling employer unemployment insurance account activities.
  2. Professional experience requiring extensive knowledge of federal and state Unemployment Insurance (UI) rules and regulations related to claimant eligibility and employer chargeability.
  3. Two (2) years of experience analyzing financial records to identify potential audit referrals.
  4. Experience utilizing tax software to examine financial records; examples of applicable tax software systems include but are not limited to: Gen Tax and MyTax Illinois.
  5. Experience speaking to various groups to convey policy and procedures in a manner easily understood by diverse audiences.
  6. Basic proficiency in Microsoft Office Suite products, including Outlook, Word and Excel.

Conditions of Employment

  1. Requires the ability to travel occasionally, including overnight stays.
  2. Requires an Illinois State Police background check and self-disclosure of any criminal history.
