Position Overview
The Office of Contract Administration-Bureau of Contract Compliance is seeking to hire a pragmatic, organized, detail-oriented individual to serve as a Section Supervisor for the Illinois Department of Human Services (IDHS). This position will independently perform professional auditing and compliance reviews at an advanced level; evaluate the types of contracts entered with each Department-funded community services provider, including specific programs and dollar amounts, and the Fiscal Administrative Review requirements applicable to each such entity; plan, manage, direct, and conduct advanced-level on-site/virtual reviews of community services providers’ fiscal and administrative records and procedures for compliance with contractual requirements; assist management with the development and distribution of results, which could include corrective action and/or technical assistance; and develop and maintain important liaisons with Illinois Department of Human Services (IDHS) and a multiple of public and private service providers to ensure the accuracy and compliance of community services administered.
Essential Functions
- Serves as Section Supervisor for the Bureau of Contract Compliance.
- Serves as a working supervisor.
- Evaluates the types of contracts entered with each Department-funded community services provider, including specific programs and dollar amounts, and the audit requirements applicable to each such entity.
- Plans, manages, directs, and conducts advanced-level on-site reviews of community services providers’ fiscal and administrative records and procedures for compliance with contractual requirements.
- Assists management with the development and distribution of explanatory material concerning the Department’s annual financial reporting requirements.
- Develops and maintains important liaisons with staff within Department of Human Services (DHS) and a multiple of public and private service providers to ensure the accuracy and compliance of community services administered.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years college.
- Requires three (3) years progressively responsible administrative experience in the fields of fiscal management, accounting, budgeting, internal auditing, insurance and/or finance.
Specialized Skills
- Of the three (3) years of progressively responsible administrative experience, requires three (3) years of contractual compliance experience working with the State of Illinois Grant Accountability and Transparency Act (GATA).
Preferred Qualifications
- Three (3) years of contractual compliance experience working with the State of Illinois Grant Accountability and Transparency Act (GATA).
- Three (3) years of professional experience responding to and resolving technical compliance issues or audit findings for a public or private organization.
- Three (3) years of professional experience utilizing established rules and regulations, Federal and State rules, regulations and guidelines relative to impact on Grants/Programs and Federal matching, for auditing purposes and federal funding.
- Three (3) years of professional experience in accounting and audit theory, principles, methods and procedures and law, rules and regulations relative to accounting and grant management.
- Three (3) years of professional supervisory experience assigning work, setting and managing priorities, providing guidance to subordinates, recommending counseling, training staff, approving time off and preparing and signing performance evaluations.
Conditions of Employment
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
