Position Overview

The Illinois Department of Employment Security (IDES) is seeking an organized, professional, and results oriented individual to serve as a Senior Tax Auditor. This position will exercise a full range of auditing skill in conducting complex audits of unemployment insurance tax records and U.S. bankruptcy court records to maintain the accounts of insolvent employers in accordance with the rules and regulations of the Unemployment Insurance (UI) Act and U.S. bankruptcy laws. Responsibilities include conducting complex tax audits of the books and records of employers to determine their liability, tax and financial status including but not limited to bankruptcy assignments, probates, receiverships and other types of insolvency or litigation, computing and securing payment of delinquent contributions, penalties and interest, negotiating deferred payment agreements, and providing assistance and training in research and investigations to less experienced staff. This position provides a great opportunity for someone who has experience in conducting employer tax audits and who has working knowledge of bankruptcy proceedings. The ideal candidate for this position will have excellent organizational skills, strong interpersonal skills, and at least three years of experience performing complex, employer tax audits. Essential Functions

1. Under direction, as a Senior Tax Auditor for the Illinois Department of Employment Security (IDES), exercises a full range of auditing skill in conducting complex audits of unemployment insurance tax records and U.S. bankruptcy court records to maintain the accounts of insolvent employers in accordance with the rules and regulations of the Unemployment Insurance (UI) Act and U.S. bankruptcy laws

2. Researches and prepares audit findings and related reports

3. Researches and prepares bankruptcy audit case files

4. Performs audits of employer held tax returns, financial statements and account information and other relevant data to determine accuracy of financial conditions claimed by employers

5. Liaises with relevant agency legal staff and/or the Attorney General’s Office to provide audit results in order to assist in the settlement of complex insolvency cases

6. Attends related meetings, training sessions and/or seminars as directed

7. Performs other duties as required or assigned which are reasonable within the scope of the duties enumerated above

Minimum Qualifications

1. Requires knowledge, skill and mental development equivalent to the completion of four (4) years college with courses in business administration and a minimum of 12 semester hours in accounting
2. Requires three (3) years of professional experience in accounting, external auditing or public accounting

Preferred Qualifications (In Order of Significance)

1. Experience utilizing knowledge of accounting and auditing theories, methods and procedures, including laws, rules, and regulations relating to Government accounting and auditing procedures, to perform complex audits
2. Experience utilizing knowledge of and working with the provisions of Unemployment Insurance laws
3. Experience evaluating employer accounting practices and systems to analyze and interpret complex auditing records and presenting findings in a clear and concise manner
4. Experience working with tax software systems to perform audits; examples of applicable tax software systems include but are not limited to: GenTax and MyTax Illinois
5. Experience with bankruptcy procedures and legal terminology
6. Basic proficiency in Microsoft Office Suite products, including Outlook, Word and Excel
