Position Overview

Under general direction, performs complex technical duties in the Licensing and Certification Section, Bureau of Licensure, Compliance and Monitoring, Division of Substance Use Prevention and Recovery (SUPR).  Distributes licensure/certification applications and renewals.  Reviews and determines compliance with rules of new sites subject to licensure/certification and notifies agency of decision.  Investigates complaints received about licensed/certified agencies.  Prepares and files written reports of findings and makes recommendations for appropriate action.  Maintains tracking systems and assists with the provision of technical assistance to Substance Use Disorder treatment providers. Travels in performance of job duties.

Essential Functions

  • Performs complex technical duties in the Licensing and Certification Section, Bureau of Licensure, Compliance and Monitoring, Division of Substance Use Prevention and Recovery (SUPR).
  • Reviews community agency submission of documentation for licensure/certification following on-site monitoring.
  • Reviews and determines compliance with rules of new sites subject to licensure/certification and notifies agency of decision.
  • Investigates complaints received about licensed/certified agencies.
  • Provides analysis, information, and technical review for administrative hearings in response to findings and sanctions.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to the completion of master's degree.
  • Requires one (1) year of progressively responsible professional experience in community organization, social service work or in program planning and development.

Specialized Skills

  • Of the one (1) year of progressively responsible professional experience, requires one (1) year of professional experience in licensure/certification/auditing activities or substance use disorder treatment delivery within a substance use disorder organization.

Preferred Qualifications

  • One (1) year of professional experience in licensure/certification/auditing activities or substance use disorder treatment delivery within a substance use disorder organization.
  • Two (2) years of professional experience working with program objectives of agencies developing social policy.
  • Two (2) years of professional experience working with structure, organization and methods of social welfare institutions.
  • Two (2) years of professional experience exercising extensive initiative and independent judgment in developing and formulating policies, standards and procedures for the service delivery system.
  • Two (2) years of professional experience analyzing and evaluating programs and operations.
  • Two (2) years of professional experience establishing effective working relationships with other staff, various groups and the public.

Conditions of Employment

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non- State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non- State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
  • Requires one of the following professional credentials or certifications: clinical certification as a Certified Alcohol and Drug Counselor from the Illinois Alcoholism and Other Drug Abuse Professional Certification Association (IAODAPCA) OR Licensed Professional Counselor or Licensed Clinical Professional Counselor pursuant to the Professional Counselor and Clinical Professional Counselor Licensing Act (225 ILCS 107) OR licensed as a Psychologist pursuant to the Clinical Psychology Practice Act (225 ILCS 15) OR licensed as a Social Worker or Licensed Clinical Social Worker pursuant to the Clinical Social Work and Social Work Practice Act.
