Position Overview

Under general direction, as a team member, performs the more complex technical tasks in the planning, design, analysis, coordination and monitoring of Employment and Training contracts/agreements for compliance as part of the TANF service delivery system. Gathers, reviews and analyzes statistical data and more complex inputs regarding information/planning of program service delivery and makes recommendations using that statistical data.  Travels to various work sites to perform investigations.

Essential Functions

  • Plans and coordinates the more complex management and monitoring plan review of contractual operations with potential businesses, training facilities and educational institutions in Region 1 and 2 to promote welfare client employment; provides program and policy information to prospective contractors regarding the guidelines for participation.

  • Participates as a team member in the performance monitoring and contract management of Employment and Training contracts to verify contract compliance; as part of the service delivery system, utilizes the Work Verification System (WVS) to track daily TANF activity attendance.

  • Through extensive research, develops the more complex corrective action plans for use in the resolution of Employment and Training contractor problems.

  • Identifies prospective vendors/clients/resources for Employment and Training programs and FCRC's.

  • Provides the more complex input and participates in the joint review process of proposals received in response to Request for Proposals of marketing contracts.

  • Assists and provides the more complex input to team leaders in preparation of written monitoring and management reviews following specified timelines; utilizing computer programs including Microsoft Word and Outlook, completes monthly statistical reports, quarterly monitoring summary reports and various other reports.

  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years college, supplemented by a related master's degree.

  • Requires one (1) year of progressively responsible professional experience in community organization, social service work or in program planning and development.

Specialized Skills

  • Of the one (1) year of progressively responsible professional experience, requires one (1) year of experience working with TANF populations regarding employment and training aspects.  

Preferred Qualifications

  • One (1) year of experience working with TANF populations regarding employment and training aspects.

  • Two (2) years of professional experience analyzing and evaluating program data utilizing the Work Verification System (WVS). 

  • Two (2) years of professional experience working with public assistance services such as Temporary Assistance for Needy Families (TANF) and Supplemental Nutritional Assistance Program (SNAP) employment and training (E&T) programs.

  • Two (2) years of professional experience utilizing the State and Federal program rules and processes for public assistance employment and training (E&T) services, such as Supplemental Nutrition Program (SNAP) and Temporary Assistance to Needy Families (TANF) E&T, and related work requirements. 

  • Two (2) years of professional experience working with State and Federal legislative rules and regulations regarding TANF populations.

  • One (1) years of professional experience gathering and analyzing data.

Conditions of Employment

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
