Position Overview

The Division of Family and Community Services is seeking to hire a Social Services Planner III to perform the more complex technical tasks related to the Key Projects and Innovative Programs for the Office of Housing Stability, Bureau of Crisis Response using the Consolidated Accounting & Reporting System (CARS), the Community Services Agreement (CSA) and the Grant Accountability and Transparency Act (GATA) for assigned regions. This position provides complex technical assistance to providers; plans, develops analyzes and coordinates contracted services for homeless individuals; directs and participates in the development of grant proposals (NOFO’s) assists with special analytical projects assigned to the Bureau and program unit, enters contracts and approves provider budgets, processing monthly grant invoices, conducts program and fiscal monitoring and other duties as outlined above.  The Division’s mission is to assist Illinois residents by connecting them with public assistance programs and services.  Through our programs, services and prevention efforts, the Division improves the health and well-being of individuals and promotes self-sufficiency and integrity of families of Illinois.

Essential Functions

  • Plans, analyzes, and coordinates program resources and implementation of contracts related to programs administered by the Bureau for assigned regions.
  • Plans and executes new projects and programs to verify incorporation of quantifiable measures which enable evaluation of the project or program.
  • Serves as liaison between the program unit and provider grantees and the Illinois Continua of Care Homeless Assistance programs.
  • Establishes contracts ensuring compliance with Grant Accountability Transparency Act (GATA), including, but not limited to, Notice of Funding Opportunity (NOFO) procedures, including participation in the merit review process, development of award notices, and payment voucher processing for programs.
  • Prepares the more complex Key Projects and Innovative Program design which includes developing and recommending policies and procedure manuals for the program, preparing program policies and procedure manuals, posting policies and procedure manuals on the DHS website, and making amendments and changes to the manuals.
  • Monitors, plans, and designs program policy for use of the team to determine the optimum program policy implementation.
  • Provides a facilitative role in the joint planning conferences for Key Projects and Innovative Program providers.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to the completion of master's degree.
  • Requires one (1) year of progressively responsible professional experience in community organization, social service work or in program planning and development.

Specialized Skills

  • Of the one (1) year required experience, requires one (1) year experience with procurement business case systems, fiscal management including accounting & reporting systems, community services agreement tracking systems, contract agreement approval forms, contracts and experience generating provider payments.

Preferred Qualifications

  • One (1) year experience with procurement business case systems, fiscal management including accounting & reporting systems, community services agreement tracking systems, contract agreement approval forms, contracts and experience generating provider payments. 
  • Three (3) years of professional experience working with Grant Accountability and Transparency Act (GATA) and Notice of Funding Opportunity (NOFO) requirements. 
  • Three (3) years of professional experience working with Remedy, Catalogue of State Financial Assistance, Community Service Agreement, and SAP/Enterprise Resource Planning, or similar accounting program resources to create contracts and review budgets. 
  • Three (3) years of professional experience conducting client and fiscal monitoring of program providers. 
  • Three (3) years of professional experience working with housing funding resources and program development.

Conditions of Employment

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings. 
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
