Position Overview

Under general direction, this detail-oriented professional will be responsible for monitoring the programmatic and fiscal components of the Illinois Welcoming Center Program. The ideal candidate will bring a strong commitment to equity, cultural responsiveness, and effective program oversight.

Essential Functions

  • Leads complex technical tasks in the design, planning, analysis, and coordination of the Illinois Welcoming Center Program.
  • Collaborates with agencies to develop annual work plans, deliverables, and budgets aligned with program objectives. 
  • Oversees and coordinates fiscal reporting, invoicing, and payment processing activities to ensure financial transactions in compliance with established guidelines and regulations. 
  • Utilizes data from systems like CARS, PBC Remedy, and CSA to analyze and document the effectiveness of service delivery. 
  • Reports on the program's work. 
  • Translates functions/procedures into Spanish for non-English speakers in contact with the public, advocacy groups, customers, and community organizations. 
  • Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to the completion of master's degree. 
  • Requires two (2) years of progressively responsible professional experience in community organization, social service work or in program planning and development.
  • Requires the ability to speak, read and write in Spanish at a colloquial skill level.

Specialized Skills

  • Of the two (2) years of required experience, requires one (1) year of professional experience conducting regular monitoring and review of programmatic reports submitted by service providers, providing technical guidance and actionable feedback to ensure alignment with organizational goals, within a public or private sector organization and one (1) year of experience in establishing contracts under the Grant Accountability and Transparency Act (GATA) guidelines.

Preferred Qualifications

  • One (1) year of professional experience conducting regular monitoring and review of programmatic reports submitted by service providers, providing technical guidance and actionable feedback to ensure alignment with organizational goals, within a public or private sector organization.
  • One (1) year of experience in establishing contracts under the Grant Accountability and Transparency Act (GATA) guidelines.
  • Two (2) years of professional experience working with the immigrant and/ or refugee communities with a demonstrated commitment to cultural competency and sensitivity in service delivery.
  • One (1) year of professional experience managing and coordinating fiscal reporting processes, including invoicing, and payment reconciliation to ensure financial compliance with internal policies and external regulatory requirements.
  • One (1) year of professional experience collaborating with partner agencies to develop annual work plans, performance deliverables, and budgets that support and advance programmatic objectives, within a public or private organization.
  • One year (1) of proficiency in utilizing digital tools and data systems to streamline workflow and support efficiency in the program and fiscal management. 

Conditions of Employment

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
