Position Overview

We are looking for an experienced and strategic Program Manager to work at the Illinois Criminal Justice Information Authority in the Federal and State Grants Unit (FSGU). FSGU offers a rich environment for a self-driven person with experience. The Program Manager responsibilities include managing a team of grant specialists, refining the grant administration process, writing and editing components of Notices of Funding Opportunities (NOFOs), ensuring compliance with grant regulations, reviewing grant proposals, managing grant databases, and reviewing progress and financial reports.

The ideal candidate for this role should have superior organizational skills, and exceptional budgeting and monitoring skills. The Program Manager will reinforce relationships with grantees and will aid in serving the public by leading a team to ensure grantee success in effective and growing programs.

Essential Functions

  • Formulates and implements policy and procedures for programs initiated by the yearly State of Illinois’ budget appropriation that designates funding and programming to be administrated by the Illinois Criminal Justice Information Authority.

 

  • Serves as full-line supervisor

 

  • Serves as liaison with policy making officials within State, federal and local government, private agencies and organizations; contacts representative of professional groups and organizations to provide specialized consultation on grants.

 

  • Oversees the distribution of grant information to candidates; consults and advises applicants; assists applicants in both project implementation and adherence to guidelines; resolves problems with grantees. Travels for site visits and attends state meetings as necessary.

 

  • Undertakes special projects at the request of and reporting to the Federal and State Grants Unit Director.

 

  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college with coursework in public administration, criminal justice, sociology, political science or a related field or equivalent training and experience.

 

  • Requires three years of professional experience in program planning, budgeting, management practices, and providing technical assistance.

Preferred Qualifications

  • Prefers 3 years professional experience in criminal justice, program planning, budgeting, policy development and statistical analysis.

 

  • Prefers familiarity with funding sources, technical assistance and evaluation related to the prevention of crime.

 

  • Prefers 3 years of supervisory experience & problem-solving skills.

 

  • Prefers 2 years of experience working & communicating with diverse stakeholders. 

 

  • Prefers experience staffing a board and its committees.

 

  • Prefers proficiency using financial software, word processing, Microsoft Outlook, Word & Excel.

 

  • Prefers 6 years of experience in budgeting, fund accounting and program administration.

Conditions of Employment

  • Requires proper documentation for approved work in the United States. 

 

  • Requires regular travel to research project/ program evaluation sites throughout the state of Illinois.

 

  • Requires a valid and current driver’s license.

 

  • Requires ability to pass a background check. 

 

  • Requires the ability to work overnight, evenings and week-ends as needed.
