POSITION SUMMARY

The Department of Central Management Services (CMS) is seeking to hire a detailed oriented, experienced community advocate to lead statewide assessments, set and track goals, advise and support a Governor-appointed advisory council, establish inclusion initiatives, complete reports, and directly engage in outreach within the Illinois African American community. The ideal candidate will have an established working relationship with numerous African American community groups and organizations as well as history of working with c-level leadership. To be successful in this role, the candidate must have very strong written and oral communication skills, as well as strong organizational and time management skills.  Marketing and social media experience a plus. The ideal candidate will be a strategic change agent with focused organizational skills to help achieve equitable representation in the State workforce.

POSITION ESSENTIAL FUNCTIONS

  • Subject to Administrative Approval from the Deputy Director of Diversity and Inclusion, serves as the Statewide Manager for African American Diversity & Inclusion for the State of Illinois.
  • Works with and through the African American Employment Plan Coordinator, serving to support the State African American Employment Plan Advisory Council (EPAC) in its mission to increase the number of African American persons employed at the State, including supervisory, technical, professional, and managerial levels, as well as serving as a liaison to the EPAC and other state agency human resource offices to establish and maintain open lines of communication.
  • Consults with African American advocacy groups to foster participation and support of career forums.
  • Executes an annual, all-agency survey, conducts analysis, identifies goals for each agency and authors annual report to the General Assembly in accordance with the State African American Employment Plan.
  • Serves as full line supervisor.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college with coursework in ethnic studies, sociology, DEI (diversity, equity, and inclusion), leadership, or public administration.
  • Requires prior experience equivalent to four years of progressively responsible administrative experience in a public or business organization, preferably within the area of African American outreach and service to the African American community.

PREFERRED QUALIFICATIONS

  • Prefers at least two (2) years of experience working or volunteering with executive C-level leadership in either a public or private sector organization.
  • Prefers one (1) year of professional project management experience.
  • Prefers three (3) years of experience delivering oral presentations to diverse groups and individuals.
  • Prefers three (3) years of experience in effectively working and communicating with diverse internal and external stakeholders and the public, demonstrating high levels of professionalism and meticulous attention to detail.
  • Prefers at least one (1) year of professional experience in setting and achieving short-term and long-term objectives to align with strategic plans.

CONDITIONS OF EMPLOYMENT

  • Requires completion of a background check and self-disclosure of criminal history.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires a valid driver’s license.
  • Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
