The Illinois Department of Revenue is seeking to hire two Conferees for the Informal Conference Board (ICB). As part of a professional staff, conferees conduct assignments regarding various state and local tax issues involved in disputes over proposed sales and use tax audit assessments that can involve large dollar amounts. Assignments can be with individuals or businesses from small mom and pop to the largest companies in the United States and can include highly complex issues. In addition to state and local tax experience, the ideal candidates will be organized, able to work independently and collaboratively, possess strong communication skills and report writing experience. Conferees conduct independent research and prepare technical analysis of issues based upon tax laws, regulations and legal precedents. Conferees work with taxpayers, their representatives, department legal staff and the audit teams in addressing the issues included in assignments. Conferees set and lead conferences with taxpayers and their representatives to achieve equitable resolutions of tax disputes. When appropriate, or in response to offers from taxpayers, conferees negotiate settlements for review and approval of the ICB administrator. Conferees write highly technical recommendations for resolution of their assignments.

Essential Functions

  • Under administrative direction, receives and conducts assignments of a highly complex and technical tax nature involving proposed state sales and use tax liabilities, penalties and claims for refund.
  • Analyzes case files, tax returns, audit reports and other documents such as financial statements, contracts, valuation reports, appraisals, affidavits, trust agreements, partnership agreements, etc.
  • Prepares for conferences dealing with highly complex accounting issues, with taxpayers and/or their representatives.
  • Prepares proposed dispositions for the ICB Administrator indicating acceptance or rejection of taxpayer proposals based of information cited at conferences and the information reviewed regarding the audit issues.
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Bachelor's degree or higher level of education with 21 progressive credit hours earned from courses in accounting, tax auditing, tax law or fiscal management.
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in accounting, auditing or law; particularly as they relate to state and local taxation.

Preferred Qualifications

  • Six (6) years of experience conducting extensive research and applying sales and use tax laws, regulations and legal precedents on a variety of highly complex issues.
  • Six (6) years of experience working with and applying auditing principles, practices, methods and techniques.
  • Six (6) years of experience working with various types of financial records (i.e., financial statements, general ledgers, 10K reports, accounting system reports, etc.).
  • Four (4) years of experience independently conducting meetings or conferences.
  • Four (4) years of experience writing detailed reports using analysis from multiple sources.
  • Six (6) years of experience using Microsoft Office including Word, Excel and Outlook and other common software.
  • Six (6) years of experience negotiating proposed dispositions acceptable between two contesting parties.
  • Four (4) years of experience analyzing complex systems of accounting inherent in the operation of large commercial, industrial and financial enterprises (i.e., SAP, Vertex, etc.).
  • Six (6) years of experience working with individual and corporate entities and those representing them, including accountants, CPAs, lawyers or internal Agency staff.

Conditions of Employment

  • Requires the ability to pass fingerprint background check and a tax compliance check.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.
