Position Overview

The Division of Rehabilitation Services (DRS) is the state’s lead agency serving people with disabilities committed to diversity, equity, inclusion, accessibility, and racial justice. The mission of the Division is to assist individuals with disabilities in achieving their goals of employment, education, and independent living. The Division of Rehabilitation Services is seeking to hire a dynamic and organized supervisor with strong leadership skills to serve as Social Services Administrator for the Illinois Center for Rehabilitation and Education-Roosevelt (ICRE-R). This position plans, assigns, supervises and reviews plans for residential placements for short-term mandated closings and long-term placement (nursing homes, group homes, foster families). The Social Services Administrator provides leadership and coordinates with ICRE-R administration and staff in developing and implementing established ICRE-R programs, services and activities for residents and families. Coordinates and assists with the direction of the ICRE-R programs.

Essential Functions

  • Serves as Social Services Administrator for the Illinois Center for Rehabilitation and Education-Roosevelt (ICRE-R).

  • Provides leadership and coordinates with ICRE-R administration and staff in developing and implementing established ICRE-R programs, services and activities for residents and families.

  • Serves as full-line supervisor.

  • Plans, assigns, supervises and reviews ICRE-R case management details as it pertains to homelessness, undocumented citizenship, parental rights and custody issues with Department of Children and Family Services (DCFS) and the Illinois Court System.

  • Implements and evaluates policies and procedures affecting ICRE-R students and staff.

  • Assists in the planning of professional in-service training activities for unit staff.

  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires a master’s degree in Social Work from an accredited school of social work.

  • Requires three (3) years of progressively responsible professional experience in a recognized social services organization.

  • Requires licensure by the Illinois Department of Financial and Professional Regulation as a Licensed Clinical Social Worker.

Preferred Qualifications

  • Three (3) years of professional experience developing and implementing programs and services that address the social, emotional and behavioral needs of individuals.

  • Three (3) years of professional experience ensuring accurate documentation of individual cases and services provided, as well as compliance with relevant regulations and standards.

  • Two (2) years of professional experience advocating for individuals with disabilities and their families regarding issues that affect housing, family relationships, and entitlements, while helping to connect individuals with community resources and support services. 

  • Two (2) years of professional experience providing guidance and support to social workers, assisting them in navigating complex cases and developing their professional skills. 

  • Two (2) years of professional experience interacting with and communicating clearly and tactfully with a wide range of individuals, including state agency officials, the public, schools, employers, internal and external stakeholders, and community service providers.

  • Two (2) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, and preparing and signing performance evaluations.

Conditions of Employment

  • Requires ability to pass the IDHS background check.

  • Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.

  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
