Position Overview:

The Department of Healthcare and Family Services, Division of Medical Eligibility, is seeking to hire a professional and motivated individual to serve as the State-Based Marketplace Development and Configuration Manager.  Under the direction of the Deputy Administrator of the State Based Marketplace, this candidate will work with agency staff and technology vendors to help lead the design, implementation, and optimization of the State-Based Marketplace (SBM) rules engine, ensuring compliance with federal and state regulations, improving consumer experience, and leveraging data analytics to monitor performance and drive process improvements.

Essential Functions

  • Subject to management approval, serves as the State-Based Marketplace Development and Configuration Manager in designing, implementing, and testing business rules within the state-based marketplace rules engine
  • Monitors and evaluates the performance of the rules engine to identify areas for optimization, enhancement, and bug resolution
  • In collaboration with the HFS Bureau of Eligibility Policy and Bureau of Eligibility Systems, leads the development, review, and implementation of eligibility policies and criteria within the state-based marketplace database
  • Analyzes Illinois Medicaid and SBM data to identify trends, patterns, and areas for improvement in eligibility determinations, enrollment processes, and customer experiences, including coverage transitions, coverage retention, and continuity of coverage
  • Identifies opportunities and national best practices for process improvement and innovation within the assigned functional area, collaborating with cross-functional teams to implement changes and achieve desired outcomes
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college
  • Requires three (3) years of progressively responsible administrative experience in the field of health or human services

Specialized Skills

  • Requires three (3) years of experience performing business analysis within the context of government, health care or IT operations
  • Requires three (3) years of experience with eligibility and enrollment policy or systems related to Medicaid, the Affordable Care Act or other government programs
  • Requires three (3) years of professional experience analyzing large sets of data to assess and recommend modifications or enhancements to eligibility systems and business processes

Preferred Qualifications

  • Minimum of three (3) years of experience performing business analysis within the context of government, health care or IT operations
  • Minimum of three years of experience with eligibility and enrollment policy or systems related to Medicaid, the Affordable Care Act or other government programs
  • Minimum of three (3) years of professional experience analyzing large sets of data to assess and recommend modifications or enhancements to eligibility systems and business processes
  • Minimum of three (3) years of professional experience in healthcare administration, program management, or a related field, with demonstrated leadership and managerial experience
  • Minimum of three (3) years of professional experience promoting equitable access to healthcare services for underserved populations
  • Minimum of three (3) years of professional experience building relationships and collaborating with diverse stakeholders

Conditions of Employment

  • Requires completion of a background check and self-disclosure of criminal history
  • Requires the ability to travel in the performance of duties, with overnight stays as appropriate
  • Requires the ability to utilize and maintain state issued equipment such as a laptop and/or cell phone
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings
