Position Overview
The Illinois Department of Employment Security (IDES) is seeking an organized, professional, and results oriented individual to serve as Statewide Facilities and Office Operations Manager. This position will direct subordinate staff and coordinate with other state agency staff and vendors engaged in providing facilities management and office support services for all IDES office locations throughout the state. Responsibilities include directing office space leasing, vendor contracts, construction, renovation and repairs, local area network (LAN) and telecommunications services, warehouse operations, vehicle fleet maintenance, warehouse operations, supply and equipment distribution, maintenance of multi-functional devices (MFDs), record storage and mailroom services. This position provides a great opportunity for someone who has a strong knowledge of working with contractors and vendors to provide facilities management and related office services and is dedicated to providing efficient service in compliance with local, state, and federal regulations. The ideal candidate for this position will have excellent organizational skills, strong leadership skills, extensive experience providing facilities management and office support services in a large organization with multiple offices, and experience supervising a team at a variety of worksites over a large geographical area. Job Responsibilities
- Serves as Statewide Facilities and Office Operations Manager, overseeing all facilities management and related operations for the Illinois Department of Employment Security (IDES
- Serves as full line supervisor
- Directs all statewide facilities management activities, including but not limited to office space leasing, vendor contracts, construction, renovation, and repairs
- Directs the activities of the Support Services and Office Services programs, including but not limited to local area network (LAN) and telecommunications services, warehouse operations, vehicle fleet maintenance, supply and equipment distribution, maintenance of multi-functional devices (MFDs), record storage and mailroom services
- Serves as a liaison to external parties in matters regarding General Services issues
- Serves as Illinois Department of Employment Security (IDES) Emergency Planning Coordinator
- Performs other duties as assigned or required that are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to the completion of four (4) years of college, preferably with courses in business or public administration
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization
Preferred Qualifications (in Order of Significance)
- Four (4) years managerial experience in the development, implementation and maintenance of a large-scale program, including developing long-term goals and objectives, and directing activities and operations
- Four (4) years of professional experience working with vendors and contractors to provide facilities management services
- Two (2) years of professional experience directing infrastructure services for multiple office locations for a public or business organization, including telecommunications and/or local area network (LAN) applications and systems
- One (1) year of professional experience directing warehouse operations
- Two (2) years of professional experience supervising staff, including providing training and evaluating staff performance
- Two (2) years of experience with government accounting and program budgeting
- Experience evaluating office leases and vendor contracts
- Experience utilizing software to perform data analysis and create complex statistical and narrative reports; examples of applicable software include but are not limited to: Microsoft Excel and Access
- Experience with the grievance and discipline processes contained in bargaining unit contracts
- Intermediate proficiency in Microsoft Excel
- Basic proficiency in other Microsoft Office Suite products, including Outlook, Word and PowerPoint
Conditions of Employment
- Requires engagement with Business Enterprise Program (BEP) contractors and subcontractors and support for the goals of the BEP and the Fair Contracting Task Force
- Requires ability to comply with the revolving door provisions of the State Officials and Employees Ethics Act during employment and for a one-year period following termination of employment
- Requires an Illinois State Police background check and self-disclosure of any criminal history
- Requires ability to be on-call
- Requires ability to work at various times outside of normal office hours to meet deadlines
- Requires ability to work overtime
- Requires an appropriate valid driver’s license and ability to operate an automobile
- Requires ability to travel statewide, including overnight stays
