Position Overview:
The IELRB is seeking to hire a Technical Advisor I to perform specialized legal work related to the administration of the Illinois Educational Labor Relations Act under the direction of the Executive Director. The Technical Advisor would investigate complex unfair labor practice charges and representation matters review and process legal petitions for certification of employee labor units; perform online legal research, draft and prepare written investigative reports, legal orders, and unit certifications and conduct on-site elections and mediations between adverse parties.

Essential Functions
- Investigates unfair labor practice cases to ascertain the validity of the charges.
- Researches and prepares materials for representation cases: reviews petition, gathers testimonial and documentary evidence, conducts legal research, drafts legal documents
- Secures consent election agreements, conducts secret ballot elections; coordinates the use of facilities to hold elections
Represents the agency as an information officer - Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires graduation from an accredited law school
Preferred Qualifications
- Prefers course work in labor law or labor relations
- Prefers ability to conduct legal research and write legal opinions
- Prefers ability to communicate orally and in writing with professionals and non-professionals regarding the Board’s Act and rules and regulations
- Prefers skills and ability in analyzing, appraising, and organizing facts, evidence, and legal precedents and in presenting such material, when not involving highly complex problems, in clear and logical form by written media
- Prefers ability to exercise sound judgement in appraising and evaluating problems of a procedural, organizational, administrative, or technical nature
- Prefers working knowledge of the nature and use of primary and secondary legal source materials
- Prefers working knowledge of the application of basic legal principles to individual cases or problems

- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

About the Agency
The IELRB is the state agency responsible for administering the Illinois Educational Labor Relations Act (IELRA), which establishes the right of educational employees to organize and bargain collectively. Some of the methods the IELRB employs to protect these rights include conducting on-site ballot elections to determine educational employees’ preferences regarding union representation; certifying and clarifying bargaining units; investigating unfair labor practice charges; ruling on unfair labor practice charges; and conducting hearings and issuing formal decisions to decide labor disputes between educational employees and their employers. The IELRB utilizes a three-tiered adjudicatory process: all initial cases are reviewed and decided by the agency Executive Director; all hearings are conducted and decided by one of the Board Agents; and all appeals and final orders are heard and decided by the agency’s five-member Board.
