Position Description
Under general supervision, performs technical and legal work of a general nature involving responsibility for representing staff in various matters before the Administrative Law Judges of the Illinois Commerce Commission (ICC), for representing the ICC in various state and federal courts, and for providing legal advice to the ICC when it files comments on various matters pending before the Federal Communications Commission (FCC) and the Federal Energy Regulatory Commission (FERC).
Essential Functions
- Conducts investigations to determine statutory compliance by applying legal methods and procedures with reference to the legal implications involved.
- Researches and provides legal analysis and advice on various matters that are pending before the ICC and on various issues that arise during the course of the day.
- Represents staff before Administrative Law Judges at the ICC on various docketed matters.
- Reviews legislation, analyzes proposed legislation, and advises on legislative initiatives.
- Represents the ICC before the courts on matters resulting from Commission action or other matters affecting the ICC.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
• Requires a law degree.
• Requires a license in good standing to practice law in the State of Illinois.
Preferred Qualifications
• Prefers two (2) years of legal experience as an attorney or an appellate clerkship in state and/or federal appellate courts.
• Prefers substantive legal writing experience.
• Prefers experience as an attorney presenting and arguing legal cases on appeal.
• Prefers completion of classes or training specific to composition, business writing, communication skills, and computer use.
• Prefers extensive knowledge of the personal computer and its related software programs and applications, including, at a minimum, Microsoft Access, Excel, Outlook, and Word.
• Prefers superior oral and written English communication skills.

General Functions of the Illinois Commerce Commission
The ICC regulates Illinois investor-owned electric, natural gas, telephone, water, and sewer companies. In addition, the Commission exercises authority over railroad safety and hazardous materials movement, towing companies operating in the Chicago area, and motor carrier insurance requirements.
The Commission is responsible under state law for ensuring that the citizens of Illinois receive safe, efficient, and reliable utility service at reasonable costs. The ICC must balance the consumers' needs against the financial needs of the utilities. In the continually changing utility environment, staff also recommend new ways to deal with a marketplace in transition, particularly in the telecommunications and electric sectors, where competition is reshaping the industry.
