Position overview

IGAC is looking to hire a staff attorney, who under the direction of the LAS Director, and the managing attorney, to conducts legal reviews of cases eligible for legal advocacy services, consult and advise on agency programs to judges/medical professionals/disabled wards regarding agency programs and services, and coordinate and disseminate information to service providers, community groups, professional associations and recipients of medical health services.  Serves as an information resource contact.  Conducts technical research, complies data, and drafts findings.  Travels to attend meetings.  Testifies on introduced legislation that has an impact on persons with disabilities and our agency.

Job Responsibilities


1.  Conducts legal reviews of cases eligible for Legal Advocacy Services. 

*Determines eligible persons' rights and initiates or participates in legal procedures to enforce compliance with Mental Health and Developmental Disabilities Code and related mental health laws

*Investigates reported complaints involving compliance and enforcement of applicable mental health and related civil laws

* Advises managing attorney to initiate administrative and judicial proceedings

2.  Consults and advises attorneys, judges, medical professionals, and eligible persons with disabilities and other interested parties on the Commission's programs and services

*Interprets and explains the legal rights of eligible disabled persons

* Answers difficult questions involving the application of GAC policies and procedures.

  3.  Coordinates and disseminates information to service providers, community groups, professional associations and recipients of mental health services concerning legal representation of the rights of persons with disabilities.   

*Summarizes various provisions and pertinent statues and regulations.

* Travels to attend meetings

4.  Assists in public awareness activities and the creation of rights materials for distribution to service recipients, families, and community provider staff.

5.  Performs other duties as assigned or required which are reasonably within the scope of those enumerated above.




Minimum Qualifications

1.  Requires a license to practice law in the State of Illinois.

2.  Requires graduation from a recognized law school.

Knowledge, Skills, and Abilities

1.  Requires working knowledge of relevant administrative, statutory, and case law references at administrative, trail, and appellate levels.

2.  Requires ability to interpret rules, and regulations and propose solutions to administrative questions.

3.  Requires ability to interact forcefully, yet cordially, with other professionals, judicial officers, and eligible clients.


Employment Conditions


1.  Requires possession of a valid appropriate driver's license 

2.  Requires ability to successfully pass National Guardianship Registered Guardian Course within first 12 months of employment. 

3.  Requires ability to pass fingerprinting and background check
