Position Overview
This position is responsible for administering the Technical Studies Program and managing selected technical studies as well as monitoring, analyzing, and reporting on transit planning activities and related issues throughout the state. The incumbent is also responsible for preparing responses to various internal and external inquiries about technical studies.
Essential Functions
- Manages assigned technical studies involving public transportation including rail, non-motorized, intermodal, and multimodal projects.
- Represents the OIPI in local, regional, and/or statewide planning and programming efforts.
- Participates on planning, programming, preliminary engineering, or related studies that other administrative units or agencies fund.
- Conducts or responds to special studies, surveys, and research for the department; helps administer the Technical Studies Program; and provides assistance to other sections and bureaus within the department as needed.
- Drafts agreements for technical studies and reviews and edits all deliverables required under the agreements.
- Ensures grantees are following federal and state laws and regulations throughout the study process, attends study meetings, provides assistance to grantees when needed, reviews and edits all deliverables, reviews invoices and progress reports, and closes grants when completed.
- Helps administer the Technical Studies Program by monitoring monthly federal and state grant expenditures, attending project meetings, and resolving issues that may impact departmental policies and objectives.
- Provides assistance with technical analysis, short research projects, survey responses, and data management activities for the OIPI.
- Assists with the development of an annual program of technical studies and prepares an annual request for proposal for the Technical Studies Program.
- Develops requisition forms for grantees, monitors monthly federal and state grant expenditures, and helps resolve any issues related to technical studies which may impact department policy and objectives.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Completion of a bachelor's degree majoring in transportation planning, public administration, or political science plus two years of experience with engineering studies administration; grant management; project management; development, implementation, and/or enforcement of transportation regulations; compliance administration; the edit and review of legal documentation; or a combination thereof, OR Eight years of experience with engineering studies administration; grant management; project management; development, implementation, and/or enforcement of transportation regulations; compliance administration; the edit and review of legal documentation; or a combination thereof.
Preferred Qualifications
- Experience with writing and editing documents with attention to detail.
- Experience with public speaking and giving presentations.
- Excellent oral and written communication skills.
- Excellent critical thinking skills.
- Ability to work comfortably with diverse disciplines in a variety of tasks.
