Position Marketing Statement:  The Illinois Emergency Management Agency is seeking an Urban Area Security Initiative (UASI) Coordinator. The UASI Coordinator serves as the representative and spokesperson for Illinois Emergency Management Agency (IEMA) with the City of Chicago and Cook County including the Mayor of Chicago, the Cook County President, and their respective emergency preparedness departments, committing the agency to specific courses of action relating to grant approvals. This position researches, develops, and implements highly complex and specialized comprehensive plans for the State of Illinois for evacuation, protection and sheltering of citizens in the City of Chicago and surrounding jurisdictions. Job Responsibilities

  1. Representing the Director, serves as the representative and spokesperson for Illinois Emergency Management Agency (IEMA) with the City of Chicago and Cook County including the Mayor of Chicago, the Cook County President, and their respective emergency preparedness departments, committing the agency to specific courses of action relating to grant approvals.
  2. Researches, develops, and implements a highly complex and specialized comprehensive plans for the State of Illinois for evacuation, protection and sheltering of citizens in the City of Chicago and surrounding jurisdictions.
  3. Exercises principal administrative responsibility for policies of homeland security and domestic grant preparedness programs specifically funded under the Urban Area Security Initiative and other grants directed at metropolitan areas around Illinois.
  4. Serves as a full line supervisor.
  5. Formulates and establishes policies, priorities and philosophy related to urban area, homeland security and emergency planning needs

Minimum Qualifications

1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
2. Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization.

Preferred Qualificatios

1. Four (4) years of progressive administrative experience in emergency preparedness and response activities.
2. Four (4) years of experience exercising sound judgment and discretion in very sensitive and critical situations.
3. Four (4) years of experience developing and maintaining cooperative working relations with a wide range of professionals from a variety of local, state, and federal organizations.
4. Three (3) years of experience managing federal grants for homeland security, preparedness, or emergency management programs.
5. Three (3) years of experience with federal grant application and reporting requirements.
6. Two (2) years of experience facilitating meetings and presentations for Senior Management staff, including preparing narrative and statistical reports in a clear and concise manner.

Conditions of Employment

1. Requires the ability to work overtime, which includes scheduled, unscheduled, or last minute.

2. Requires the ability to work outside of normal work hours.

3. Requires the ability to travel.

4. Requires a current, valid driver's license and a current, valid insurance policy.

5. Requires a criminal history check through the Illinois State Police.

6. Requires the ability to use state issued equipment, such as a cell phone or laptop.

7. Requires the ability to drive a State-supplied vehicle as needed including having a valid and current driver’s license and a valid and current insurance policy.

8. Essential Personnel: This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operation events without regard of declarations of liberal leave or government disclosure due to weather, protest, and acts of terrorism or lack of funding.
