Position Overview

The Illinois Department of Employment Security (IDES) is seeking an organized, professional, and results oriented individual to serve as the Unemployment Insurance (UI) Fund Supervisor. This position will direct subordinate accounting staff engaged in maintaining, reconciling, and reporting on accounts pertaining to the Unemployment Insurance Trust Fund (UTF) and related administrative funds. Responsibilities include reviewing the preparation of agency ledgers and journal entries, directing the reconciliation of accounting systems, independently preparing Generally Accepted Accounting Principles (GAAP) financial statements and narrative summaries, and working with auditors to resolve issues. This position provides a great opportunity for someone who has a strong knowledge of federal fund accounting and GAAP compliance and is dedicated to implementing accounting best practices. Essential Functions

  • Under administrative direction, serves as Unemployment Insurance (UI) Fund Supervisor for the Illinois Department of Employment Security (IDES)
  • Serves as full line supervisor
  • Plans and directs the performance of reconciliations to ensure that all accounting systems and subsystems related to the Unemployment Insurance Trust Fund (UTF) are in balance and in compliance with Generally Accepted Accounting Principles (GAAP), federal guidelines and State of Illinois Comptroller's Office regulations
  • Implements controls mandated by the Unemployment Insurance (UI) Act and other state and federal legislation to account for UI taxes collected from employers and benefits paid to claimants
  • Prepares and/or directs the preparation of reports, including but not limited to U.S. Department of Labor Employment and Training Administration (ETA) reports, financial statements and balance sheets
  • Coordinates activities with other agency accounting staff and relevant internal and external parties, including but not limited to Department of Innovation & Technology (DoIT) staff, to secure accounting input from both manual and automated systems
  • Consults with and assists internal and external parties, including but not limited to agency professional and managerial staff, federal and state agencies, auditors and consultants, in matters related to the Unemployment Insurance Trust Fund (UTF) and related administrative accounts
  • Keeps abreast of new developments in applicable laws, rules and regulations as they apply to the Unemployment Insurance Trust Fund (UTF) and related administrative accounts
  • Performs other related duties as assigned or required that are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business administration, accounting, finance, and/or auditing
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in the fields of fiscal management, accounting, budgeting, internal auditing, insurance and/or finance

Preferred Qualifications

  • Three (3) years of professional experience supervising financial or accounting staff, including assigning and reviewing work, providing training or guidance, and preparing performance evaluations
  • Three (3) years of professional experience performing fund accounting and preparing fund reports in accordance with state and/or federal requirements
  • Three (3) years of professional experience performing financial analysis and creating financial statements in compliance with Generally Accepted Accounting Principles (GAAP) and current financial legislation
  • Two (2) years of professional experience working with complex fund accounting processes and tax systems to extract, analyze and reconcile financial data; examples of applicable financial systems include but are not limited to: SAP and GenTax 
  • Two (2) years of experience using accounting systems to maintain General Ledgers; examples of applicable accounting systems include but are not limited to: Financial Edge NXT and QuickBooks

Conditions of Employment

  • Requires an Illinois State Police background check and self-disclosure of any criminal history
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate
  • This position is considered sedentary work as defined by the U.S. Department of Labor (20 CFR 404.1567(a)). Sedentary work involves lifting no more than 10 pounds at a time and requires occasional lifting, carrying, walking, and standing
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties
