Position Overview
Serves as Unit Manager. Manages the Cook/Northern Provider Review Unit functions. Under general direction, applies all applicable Federal, State and Departmental audit and monitoring standards to all activities of the Cook/Northern Provider Review Unit within the Bureau of Contract Compliance. Assists in the development of fiscal and administrative monitoring policies and procedures per 2 CFR 200 and the State of Illinois Grant Accountability and Transparency Act (GATA), 30 ILCS 708/1; supervises staff performing audits of fiscal and administrative records; performs technical desk reviews and analysis of independent audit reports and related financial reports submitted by the Department’s funded community services providers. Develops field monitoring protocols, programs and procedures for conducting on-site compliance monitoring of DHS funded community-based service providers; develops plans and conducts research to ensure that field monitoring services are responsive to and consistent with DHS goals and objectives.
Essential Functions
- Serves as Unit Manager.
- Serves as a working supervisor; assigns and reviews work; provides guidance and training to assigned staff, counsels staff regarding work performance; reassigns staff to meet day-to-day operating needs; establishes annual goals and objectives; approves time off; prepares and signs performance evaluations.
- Independently performs professional auditing of an advanced level.
- Develops field monitoring protocols, programs and procedures for the conduct of on-site compliance monitoring of DHS funded community-based service providers, including units of local government.
- Develops future plans and conducts research designed to ensure that field monitoring services are responsive to and consistent with the Department’s goals and objectives.
- Manages through subordinate staff the conducting of independent, advanced level audits of fiscal and administrative records of accounting records and management procedures of all categories of Department funded service providers; plans, directs and evaluates the operations of the Unit; assists in the development of fiscal and administrative monitoring policies and procedures, and ensures staff awareness of and compliance with same.
- Maintains records of reviews and follow-up visits conducted and scheduled, findings, recommended corrective actions and other relevant information.
- Conducts technical desk reviews and analysis of the independent audit reports and other year-end financial reports submitted by the Department’s grantees and other funded community services providers.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in the fields of fiscal management, accounting, budgeting, internal auditing, insurance and/or finance.
Specialized Skills
- Of the three (3) years of progressively responsible administrative experience, requires two (2) years of experience and extensive knowledge of the State of Illinois Grants Accountability & Transparency Act (GATA) and 2CFR 200 independently conducting technical audits and reviews (onsite and desk) at an advanced level.
Preferred Qualifications
- Two (2) years of experience and extensive knowledge of the State of Illinois Grants Accountability & Transparency Act (GATA) and 2CFR 200 independently conducting technical audits and reviews (onsite and desk) at an advanced level.
- Two (2) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling, training staff, approving time off, and preparing and signing performance evaluations.
- Two (2) years of professional experience responding to and resolving audit findings for a public or private organization.
- Two (2) years of professional experience utilizing Comptroller rules and regulations, Federal and State rules, regulations, and guidelines relative to impact on Grants/Programs and Federal matching, audit purposes and federal funding.
- Two (2) years of professional experience in accounting and audit theory, principles, methods and procedures and laws, rules, and regulations relative to accounting.
- Two (2) year professional experience communicating with both internal and external auditors.
Conditions of Employment
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
