Position Overview
The Pre-Apprenticeship Grant Manager position located at the DCEO headquarters in Chicago is part of the Office of Illinois Works and serves as the main point of contact for pre-apprenticeship training providers located throughout the state of Illinois. This position provides guidance and technical assistance to training providers ensuring that the required services are effectively delivered. The Office of Illinois Works is a new bureau focused on bringing equity and inclusion along with creating a viable and sustainable workforce pipeline in the construction industry and the trades. Essential Functions
- Under general direction, performs professional grant management and administration of complex, statewide pre-apprenticeship grants for the Upstate Region of IL.
- Receives, processes, reviews, and makes determinations on pre-apprenticeship grants programmatic and fiscal reports and required supporting documents.
- Develops, maintains, and implements internal deadlines, ensuring timely processing of grant tasks and acts as central point of contact during the life of pre-apprenticeship grants for grantees and the Department.
- Serves as team leader for the Pre-Apprenticeship section by providing support, coaching, and collaboration.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
- Requires two (2) years of responsible administrative experience in a public or business organization.
Specialized Skills
Of the required years noted above:
- Requires two (2) years of experience performing grant management.
- Requires two (2) years of experience making presentations and/or delivering training/technical assistance.
- Requires two (2) years’ experience working in grant reporting/tracking systems.
Preferred Qualifications
- Prefers two (2) years’ experience performing grant management.
- Prefers two (2) years’ experience making presentations and/or delivering training/technical assistance.
- Prefers two (2) years’ experience working in grant reporting/tracking system.
- Prefers two (2) years working knowledge of the principles of governmental accounting, program budgeting, personnel, statistics, and procurement.
- Prefer two (2) years’ experience creating and evaluating budgets or managing financial information.
- Prefers two (2) years’ experience developing, implementing, and evaluating new and revised methods, procedures, and performance standards.
- Prefers intermediate skills in Microsoft Excel, Word, Outlook, SharePoint.
Conditions of Employment
- Requires appropriate, valid driver’s license.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
- Requires completion of a background check and self-disclosure of criminal history.
