Position Overview

The Illinois Department of Employment Security (IDES) is seeking an organized, professional, and results oriented individual to serve as Unemployment Insurance (UI) Benefit Refunds Manager. This position will serve as a subject matter expert regarding the Illinois UI Act and the UI benefit claims taking and adjudication process and direct a team of subordinate staff in collecting benefit overpayments received from overpayment recoveries and applying credits and refunds to client accounts. Responsibilities include review and evaluation of overpayment credits and refund approvals, making recommendations for improvement, conducting staff training, and working with financial institutions to ensure efficient processing of overpayment recoveries. This position provides a great opportunity for someone who has a strong knowledge of UI laws and regulations and fraud investigative techniques and is dedicated to determining accurate unemployment insurance benefit claims. Job Responsibilities

1.  Under general direction, serves as Unemployment Insurance (UI) Benefit Refunds Manager for the Illinois Department of Employment Security (IDES) Benefit Payment Control (BPC) Program.


2.  Serves as full line supervisor.


3.  Confers with Benefit Payment Control (BPC) Manager on establishment of annual BPC Refunds and Adjustments program goals and objectives.


4.  Serves as subject matter expert regarding the Illinois Unemployment Insurance (UI) Act and the claims taking and adjudication process.


5.  Serves as a liaison to internal and external parties for issues related to BPC Refunds and Adjustments.


6.  Keeps abreast of new developments related to Benefit Payment Control (BPC) programs.


7.  Performs other duties as required or assigned which are reasonable within the scope of the duties enumerated above.

Minimum Qualifications

1.  Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration


2.  Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization

Preferred Qualifications (in order of significance)

1.  Four (4) years of professional experience applying unemployment insurance laws to determine benefit eligibility


2.  Two (2) years of managerial experience in the development, implementation and maintenance of a program, including developing long-term goals and objectives, and directing activities and operations


3.  Two (2) years of professional experience applying overpayment recoveries to accounts 


4.  Experience monitoring program output levels for delivery of services in accordance with state and federal laws, policies and guidelines, including but not limited to U.S. Department of Labor (DOL) requirements


5.  One (1) year of professional experience supervising staff, including providing training and evaluating staff performance


6.  Experience utilizing tax software to examine financial records; examples of applicable tax software systems include but are not limited to: GenTax and MyTax Illinois


7.  Experience speaking to various groups to convey policy and procedures in a manner easily understood by diverse audiences


8.  Experience with the grievance and discipline processes contained in bargaining unit contracts


9.  Professional experience conducting training


10.  Basic proficiency in Microsoft Office Suite products, including Outlook, Word and Excel
