Position Overview
The Work-Based Learning Program Manager is responsible for the oversite and administration of grant programs that support the expansion of internships, on-the job training, apprenticeships, and other workforce strategies to support job seekers and employers in Illinois. The Work-Based Learning Program Manager will be responsible for aspects of the work-based learning grant opportunities established by the Illinois Department of Commerce’s Office of Employment and Training (OET) funded by the federal Workforce Innovation and Opportunity Act (WIOA) Act and other sources. The ideal candidate will have the ability design and implement grant programs that will increase the number of students and workers that are placed in internships, on-the-job training programs, apprenticeships to support the workforce needs of Illinois’ businesses and communities. Essential Functions
- Performs effective management of the statewide Work Based Learning workforce development programs including apprenticeships.
- Develops and recommends strategies to enhance and expand work-based learning and apprenticeship programs throughout the state.
- Identifies opportunities to integrate programs with other economic development programs available to businesses and employers.
- Provides direction in developing projects and provides specialized technical assistance to recipients of grant awards throughout the state on issues related Work Based Learning and workforce programs.
- Serves as working supervisor.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires the knowledge, skill, and experience equivalent to the completion of four (4) years college.
- Requires three (3) years of progressively responsible administrative experience in a public or business organization.
Preferred Qualifications

Prefers four (4) years of progressive experience developing program policies, procedures, and funding application documents to support grant programs.

Prefers three (3) years of progressively responsible work experience overseeing work-based learning programs including apprenticeships.

Prefers three (3) years of experience conducting quality control analysis of projects and grants to ensure that all requirements of the grant partnership agreements are being met.

Prefers three (3) years of experience developing and delivering public presentations in a variety of settings.

Prefers intermediate experience utilizing Microsoft Office Suite.

Prefers three (3) years of experience utilizing web-based information management tools.
Conditions of Employment
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
- Requires appropriate, valid driver's license.
- Requires completion of a background check and self-disclosure of criminal history.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
