Job Responsibilities

This position is accountable for assisting with planning, designing, implementing and monitoring the Equal Employment Opportunity (EEO) and the Disadvantaged Business Enterprises (DBE) program for the district’s construction contracts to ensure compliance with applicable federal and state legislation, executive orders, judicial decisions, rules and regulations to avert the possibility of losing federal funds and to minimize the occasion for legal and administrative action against the district for non-compliance.

 

This position reports to the Contract Compliance Officer. No subordinates report to this position, however the incumbent may supervise engineering technicians and seasonal employees assigned to the district Contract Compliance Section on a project basis.

This position has the responsibility of assisting the Contract Compliance Officer with monitoring contractor compliance with federal and state legislated requirements that govern Equal Employment Opportunities on publicly funded construction projects. Monitoring is performed through on-site inspections of the district’s many construction contracts as well as review and analysis of work activities, minority and female participation in the workforce, and DBE subcontractor utilization.  This position has the responsibility of maintaining positive relations between the district and other state and federal agencies, contractors, associations, unions, and community organizations.  This responsibility is accomplished through the effective implementation of the department’s EEO and DBE programs, which involves cooperation with areas both internal and external to the district Bureau of Project Implementation.  

Typical problems confronted by the incumbent are maintaining an up-to-date knowledge of ever-changing construction practices as well as current EEO and DBE requirements, managing workload to adequately monitor the many facets of the EEO and DBE programs, assembling large amounts of data on time schedules that are mandated by outside sources and assisting in the coordination of supportive services that may be controlled by outside vendors. One of the greatest challenges of this position is to assist in the development, modification or maintenance of a computer program(s) that adequately tracks and reports contractors’ utilization of minorities and females in the workforce and identifies successful adherence to EEO and DBE special provisions.

Job Responsibilities Continued

The incumbent is responsible for assisting the Contract Compliance Officer in monitoring contractor compliance with EEO and DBE program requirements.  This includes performing on-site reviews of construction activities for all contractors and subcontractors, collecting and analyzing data, and monitoring minority/female participation and DBE utilization.  The incumbent is required to track the usage of minorities and women by each contractor and to advise the Contract Compliance Officer if there is evidence of unsatisfactory employment practices.  The incumbent also reviews preliminary plans and specifications to establish appropriate contract goals for DBE utilization, attends pre-construction meetings on behalf of the Contract Compliance Officer, and acts as liaison to various contractors and resident engineers. In this capacity, the incumbent offers functional guidance to contractors, resident engineers and/or union representatives.  The incumbent may represent the district at various meetings with state and federal agencies, contractor organizations and/or civic groups where he/she provides information relating to the department’s EEO and DBE requirements.  This position also participates in state-wide meetings to jointly develop improved techniques for implementing established EEO and DBE program requirements and assists with training others in the district on new techniques.  The incumbent is also required to assist with providing a prompt, complete, and objective investigation into all complaints alleging discrimination concerning a contractor and/or subcontractor’s compliance and is expected to help provide an appropriate response to those allegations.

The incumbent often has direct contact with district personnel as well as occasional contact with the central Office of Business and Workforce Diversity. The incumbent has frequent contact with contractors, civic groups, engineers, union representatives, and federal and state regulatory agencies. This position requires state-wide and some out of state travel, to locations in Missouri within approximately 50 miles of the Illinois border, and other locations within the state of Illinois.

The incumbent operates in accordance with federal and state guidelines and departmental policies with respect to EEO. Matters of a unique nature are referred to the supervisor with recommendations for resolution.

The incumbent is evaluated according to their ability to adequately assist in the planning, designing, implementation and monitoring of the district’s external EEO and DBE programs to ensure compliance with applicable federal and state legislation, executive orders, judicial decisions, rules and regulations in an effort to avert the possibility of losing federal funds and minimizing the occasion for legal and administrative action against the district for non-compliance.

Principal Accountabilities

  1. Tracks the minority and female workforce participation on highway construction projects and identifies potential shortfalls in a timely manner.  
  2. Conducts on-site inspections of construction activities performed by contractors that are contracted to do work for the Illinois Department of Transportation.   
  3. Assists in coordinating the DBE program for the district and provides updates to district staff.  
  4. Reviews plans and specifications and recommends appropriate DBE goals for upcoming construction contracts.  
  5. Reports detailed information and provides reviews in a timely manner.
  6. Performs duties in compliance with departmental safety rules.  Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  7. Performs other duties as assigned.

Qualifications

Minimum Requirements

  • Education/Experience
    • Completion of two years of college in civil engineering technology, pre-engineering, or a job related technical/science curriculum PLUS five years of engineering experience OR
    • Seven years of engineering experience.
  • Valid driver's license.
  • Ability to travel district-wide, to locations in Missouri within approximately 50 miles of the Illinois border, and other locations within the state of Illinois.
  • Ability to successfully pass a background check.

 

Preferred Qualifications

  • Ability to operate engineering field and office instruments and physical laboratory testing equipment.
  • Ability to assimilate engineering data into comprehensive technical reports.
  • Good oral and written communication skills.
