The Department of Healthcare and Family Services, Office of Inspector General, Bureau of Investigations is seeking an energetic and qualified professional to fulfill the responsibilities of an Investigator. The successful applicant will independently perform thorough field investigations of suspected, fraud, waste, and abuse in the Illinois Medicaid Program and other state-administered federal programs.The ideal candidate will have investigative experience, a team-oriented mindset, task management skills, and good judgment. This individual must work collaboratively, prioritize work appropriately, and ensure timely completion of tasks. The incumbent will demonstrate independent initiative, communicate clearly, andalways conduct themselves ethically and professionally. Essential Function

  • Under direction, serves as Investigator for the Office of Inspector General (OIG) Bureau of Investigations (BOI) by performing complex, thorough, overt, and covert, field investigations relating to allegations of fraud, waste, and abuse of the Illinois Medicaid Program and other state administered federal programs
  • Utilizing investigative techniques and follows investigative policies and procedures to obtain relevant evidence
  • Prepares various reports, written work product, and maintains investigative files
  • Serves as a liaison and successfully engages with managed care organizations, law enforcement, federal and local government officials, and sister agencies such as the Illinois Department of Human Services and the Illinois Department on Aging
  • Testifies in administrative, civil, and criminal proceedings
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires a bachelor’s degree with major coursework in law enforcement, criminal justice, or related fields OR requires an associate degree with major coursework in law enforcement, criminal justice, or related field, and four (4) years of experience in investigative work such as detective, administrative, civil, or criminal investigations, licensing/certification investigations, worker’s compensation investigations, etc.
  • Requires successful completion of an approved Public Aide Investigator Trainee program

Preferred Qualifications

  • Two (2) years of professional experience utilizing modern law enforcement investigatory techniques and concepts
  • Two (2) years of professional experience conducting investigations involving healthcare, insurance, employment, or government benefit programs
  • Two (2) years of professional experience following investigative policies and procedures
  • Two (2) years of professional experience writing and editing detailed and comprehensive investigative reports in preparation for referral to external parties
  • Two (2) years of professional experience working with statutes, rules, and regulations concerning misconduct

Conditions of Employment

  • Requires completion of a background check and self-disclosure of criminal history
  • Requires ability to travel statewide the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license
  • Requires the ability to utilize and maintain state issued equipment such as a laptop
  • Must not have been convicted of a felony or Class A misdemeanor
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties
  • Must be able to sit or stand for extended periods of time
