Position Overview

This position is accountable for the implementation and maintenance of data collection activities to ensure the Illinois Highway Information System database (IHIS) is maintained in an accurate and up-to-date status. This system contains over 100 fields of information on each roadway segment andstructure in the database. It also includes furnishing all information for map revisions and conducting special studies relative to development of specific highway improvement projects and electronically organizing data in the Geographic Information System (GIS) and preparing maps and plats as required.

Essential Functions

  • Observes and reports the physical dimensions, administrative classifications, characteristics, geometric data, and evaluates the surface conditions for a 13,600-mile roadway network of township, county, state and municipal roads and streets so that valid results can be obtained for the Needs Analysis process and other highway planning objectives requiring information pertaining to streets and roads.
  • Directs, supervises and coordinates subordinate personnel in data collection activities necessary to maintain the IHIS in an up-to-date status.
  • Coordinates the use of the GIS in the district, including setup, training and support.
  • Trains and encourages local agency personnel to obtain their participation in the data collection program.
  • Seeks more efficient and effective data collection methods to support planning and programming activities.
  • Provides information for state, county, and city maps to ensure that maps are accurate and current.
  • Conducts special studies to support future highway improvements and for other offices and divisions within the department.
  • Attends and represents the district at various meetings with local officials to obtain mapping and data collection information.
  • Trains, motivates and evaluates subordinate personnel to assure the accomplishment of assigned activities.
  • Performs other duties as assigned.

Minimum Qualifications

  • Completion of two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS five years of engineering experience OR seven years of engineering experience.

Preferred Qualifications

  • Working knowledge of GIS with the ability to train and assist others.
  • Five years of experience in plan preparation, plan review or construction inspection.
  • Experience in communicating with outside entities.
  • Familiarity with local agency agreements/documents.
  • Good time management skills.

  • Requires a valid driver’s license.
