Job Overview

The Illinois Environmental Protection Agency (EPA), Bureau of Water (BOW), Water Pollution Control, Des Plaines Industrial unit, is seeking an Environmental Protection Engineer 3. This position involves conducting complex and specialized wastewater permitting activities for industrial facilities, performing advanced engineering analyses, and ensuring compliance with water pollution control regulations. The ideal candidate should have prior experience in these areas and be able to assist a higher-level engineer in the investigation of the design, location, construction, maintenance, or inspection of public and private facilities related to Water Pollution Control.

Essential Functions

  • Conducts a variety of complex engineering functions as necessary to support non-municipal wastewater
    permitting programs for the Permit Section, Industrial Unit, Industrial Des Plaines Sub-Unit, Division of Water
    Pollution Control, Bureau of Water.
  • Reviews state construction and operating permit applications for complex industrial treatment and pretreatment
    facilities, wastewater sources, land application of sludge, spray irrigation of industrial wastewaters, and Underground
    Injection Control (UIC) permitting.
  • Attends and participates in meetings, public hearings, and/or discussions with applicants, consulting engineers,
    other Agency staff, United States Environmental Protection Agency (USEPA) staff, the U.S Army Corps of
    Engineers, other State and Federal Agencies or the public.
  • Reviews complex applications for certification of industrial wastewater treatment plant operators.
  • Performs other duties as assigned or required which are reasonable within the scope of the duties enumerated
    above.

Minimum Qualifications

  •  Requires knowledge, skill, and mental development equivalent to completion of four years of college with a bachelor's
    degree in an engineering science. Typically, the subject matter would involve the type of coursework associated with
    environmental (sanitary, hydraulic, hydrology, and air pollution specialties), civil (sanitary, hydraulic, and hydrology
    specialties), general, industrial, mechanical, chemical, public health, electronic, acoustical, or aeronautical engineering or
    engineering mechanics or a closely related engineering specialty.   
  •  Requires two years of professional engineering experience in one of the fields listed above.   
  •  A master's degree in engineering or business administration may be substituted for the required experience.

Specialized Skills (Used for certain BU Employees only)

  • Of the two years of required experience; requires two years of experience reviewing, writing, and issuing NPDES permits
    for a variety of complex industrial wastewater sources.   
  •  Requires two years experience analyzing complex regulated manufacturing process, following Unit and Section policies in
    the application of State and Federal regulations, and the drafting of complex response letter to comments received during
    public participation.     
  •  Requires two years experience reviewing, writing, and issuing state construction and operating permits for complex
    industrial treatment and pretreatment facilities, wastewater sources, land application of sludge and related wastewaters.   
  •  Requires two years experience in the interpretation and implementation of the Clean Water Act and state and federal
    regulations.

Preferred Qualifications (In Order of Significance)

  • Prefers at least two (2) years of experience reviewing, writing, and issuing NPDES permits for a variety of complex
    industrial wastewater sources.
  • Prefers at least two (2) years of experience reviewing, writing, and issuing state construction and operating permits for
    complex industrial treatment and pretreatment facilities, wastewater sources, land application of sludge and related
    wastewaters.
  • Prefers at least two (2) years of experience in the interpretation and implementation of the Clean Water Act and state and
    federal regulations.
  • Prefers at least two (2) years of experience analyzing complex regulated manufacturing process, following policies in the
    application of State and Federal regulations, and the drafting of complex response letter to comments received during public
    participation.
  • Prefers at least two (2) years of experience establishing and maintaining oral communication and working relationships with
    municipal officials, facility operators and owners, plant managers or their representatives, other State and Federal Agencies
    and the public.
  • Prefers at least two (2) years of experience developing engineering reports requiring the application of advanced
    engineering theory.
  • Prefers at least two (2) years of experience utilizing a personal computer with knowledge of Microsoft Word, Excel, and
    Access software.
  • Prefers the ability to evaluate the design, construction, maintenance, or operation of environmental control devices and
    facilities.
  • Prefers ability to explain and interpret agency policy and regulations.
  • Prefers ability to consult with and advise members of consulting engineering firms concerning design and construction
    details of facilities and devices for the control of environmental conditions.

Conditions of Employment

  •  Requires a valid and current appropriate drivers’ license.   
  •  Requires the ability to travel in performance of duties, with overnight stays as appropriate.   
  •  Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including
    scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.   
  •  Requires the ability to pass a name-based background check.

    employee should be aware that if offered nonstate employment during state employment or within one year immediately after
