ICC Overview

The ICC is made up of 2 main segments. The Bureau of Public Utilities and The Bureau of Transportation. 

Public Utility Services

Through its Bureau of Public Utilities, the Commission oversees the provision of adequate, reliable, efficient and safe utility services at the least possible cost to Illinois citizens served by electric, natural gas, telecommunications, water and sewer public utility companies.

Transportation Services

Through its Bureau of Transportation, the Commission oversees public safety and consumer protection programs with regard to intrastate commercial motor carriers of general freight, household goods movers, relocation towers, safety towers, personal property warehouses and repossession agencies. The Commission’s Rail Safety Program also inspects and regulates the general safety of railroad tracks, facilities and equipment in the state.

Job Responsibilities

Subject to administrative approval of the Director of the Office of Retail Market Development, assists the Director in the task of actively seeking out ways to promote retail competition in Illinois to benefit all Illinois consumers, reviews and analyzes policy issues in the utility industries; provides expert policy advice to the Commission; works with other divisions to anticipate potential problems and develop solutions.
1. Monitors, analyzes, and reviews existing competitive conditions in Illinois to identify barriers to retail competition for all customer classes; identifies issues and initiates discovery to support recommendations about those issues; reviews required filings, marketing materials, and responses to data requests from market participants for compliance with Illinois rules and regulations; works collaboratively with the Consumer Services Division to identify concerns and noncompliance of market participants.


2. Uses statistical techniques to analyze market research data; presents the results and recommendations to internal and/or external parties; provides general statistical advice and assistance to Director; creates annual reports utilizing market data on the state of the electric and gas retail market for the Governor’s Office, the General Assembly, and the Commission.

3. Works with staff from the Office of General Counsel and Bureau of Administrative Law Judges on docketed proceedings for possible compliance issues; collaborates internally in the development of materials for the docketed proceedings including certified statements, expert witness testimony, Staff Reports, and Compliance Plans.

4. Initiates and participates in meetings with market participants to identify barriers to retail competition and to actively explore and propose solutions to overcome barriers; responds to inquiries from market participants and the public.

5. Reviews applications for certification to operate as an Alternative Retail Electric Supplier and an Agent, Broker, or Consultant within the state of Illinois; develops documents to provide the Commission with a recommended course of action for the application.

6. Provides information to Director concerning progress of specific accomplishments in promoting retail electric competition; suggests administrative and legislative action necessary to promote further retail electric competition; assists Commission by providing information at Policy Sessions and other forums.

7. Updates language and documents located on ICC webpages; produces periodic newsletters containing industry updates to be emailed to the industry as well as posted publicly; coordinates with IT to aid suppliers in posting information to PlugIn Illinois, the ICC’s Consumer Education website.

8. Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

1.Requires a bachelor’s degree in marketing, statistics, finance, economics, political science, or other closely related field.
2.Requires two years of experience collecting, analyzing and summarizing statistical data.
3.Requires superior oral and written English communication skills.
4.Requires and extensive knowledge of the personal computer and its related software programs and applications.

Preferred Qualifications

One (1) year experience in the regulatory renewal energy industry.
One (1) year of legislative experience in a public or business organization.
One (1) year experience interpreting state and/or federal rules and regulations.
