POSITION SUMMARY

The Department of Vehicles' approximately 150 employees manage and support the State of Illinois 12,500 +/- vehicles through a network of 13 State Garages, over 500 sublet vendors, 14 internal fuel sites, and a commercial fuel-card based system.  The DOV also assists over 80 State agencies/entities in meeting their employee transportation needs in the most cost-effective manner possible. The Department of Central Management Services' Bureau of Vehicles (BoV) is seeking to hire a detail oriented, dynamic leader who will oversee Garage Maintenance Administration daily in an efficient, pro-active, and transparent manner while overseeing State Garage internal and external processes.

ESSENTIAL DUTIES & FUNCTIONS

25%  Organizes, plans, executes, directs, implements, coordinates, controls, and evaluates the Garage Operations Program in the Northern Region consisting of the Suburban North, Elgin, Watseka, Ottawa, Dixon, Peoria and Stateville garages.

25%  Serves as full line supervisor.

25%  Plans, assigns, supervises and reviews the development and maintenance of equipment records and operating cost reports for all automotive vehicles including  light, medium, and heavy-duty vehicles  assigned to State Agencies under the jurisdiction of the Governor and adequate cost accounting records for centralized control and administration of the State Garage Revolving Fund.

20%  Prepares and projects the purchase of commodities (with the exception of vehicles) and contractual services.

5%  Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to the completion of four years of college, preferably with courses in business or public administration
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization

PREFERRED QUALIFICATIONS

  • Prefers 3 years of light, medium, and heavy-duty vehicles background experience with standard garage methods, precaution measures and shop operations
  • Prefers 3 years’ experience managing multiple maintenance facilities
  • Prefers 3 years’ experience developing and/or managing a supportive agency program
  • Prefers 3 years’ experience in developing and implementing departmental policies and procedures
  • Prefers 3 years’ experience of word processing, spreadsheet applications, and vehicle maintenance systems
  • Prefers 3 years of supervisory experience
  • Prefers 3 years of experience in fleet/vehicle management

CONDITIONS OF EMPLOYMENT

  • Requires an appropriate, valid driver’s license
  • Requires the ability to travel
  • Overtime is a condition of employment and you may be required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime
  • This position requires the applicant to pass a background check
  • This position requires the ability to serve on a 24/7 on-call basis
