Position Overview

This position is accountable for supervising, operating, and maintaining the district’s communication center; coordinating all phases of the bureau’s Asset Management Program (AMP) and other computer systems; resolving right-of-way encroachments; coordinating the Adopt-A-Highway Program, assisting in monitoring the district’s operating budget; and serving as one of the district’s duty officers, which includes on-call 24/7 response.

Essential Functions

  • Ensures that the Communication Center is adequately manned, after-hours calls are satisfactorily handled, and the radio system is properly serviced and maintained.
  • Assists the Services and Development Technician in approving and monitoring purchasing activities including request for requisitions, order for deliveries, buyer certifications, and specific contracts. Works within the BidBuy system.
  • Manages and administers all aspects of the AMP system including all data, user support, training, system support/coordination, and system improvements. Prepares necessary reports regarding commodities, personnel, budgets, or equipment as requested.
  • Assists in the preparation, monitoring, and adjusting of all budget activities for the District Bureau of Operations to ensure that they are in compliance with district and departmental goals, rules, and regulations.
  • Processes bills for the district office, Landscape Unit, and team sections.
  • At the direction of the Bureau Chief of Operations, is responsible for salt ordering and maintenance of those records.
  • Accomplishes the right-of-way encroachment duties, maintains a database, sends letters, tracks progress, and submits required reports.
  • Assures new Adopt-A-Highway Program is being coordinated properly, maintains records, and monitors the program using computer applications.
  • Assists in developing and executing plans and contracts for team section facility maintenance and repair.
  • Assembles cost reports and records for emergency operations of natural disasters in order to obtain reimbursement of state and federal funds.
  • Develops new procedures for monitoring the Bureau of Operations' needs.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Completion of two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS five years of engineering experience OR Seven years of engineering experience.

Preferred Qualifications

  • Knowledge of the principles and practices of civil engineering and the application of engineering techniques to design, construction, and maintenance of public works.
  • Knowledge of mathematics and its application to project design, field surveying, and engineering computational activities.
  • Ability to coordinate with a staff engaged in either field or office engineering functions and perform job duties independently, with minimal guidance or supervision.
  • Ability to plan, organize, and establish priorities.
  • Ability to develop and maintain cooperative relationships.
  • Strong oral and written communication skills.
  • Proficient computer skills.

Conditions of Employment

  • 24 hours per day, 7 days a week, 52 weeks a year on call availability.
