Position Overview
This position is accountable for the quality of all mixtures used in construction of Portland Cement Concrete (PCC). It is also accountable for advice on related mixtures (using Portland Cement) incorporated in construction projects within the district.
Essential Functions
- Ensures that all Portland Cement Concrete (PCC) and related mixtures comply with State Specifications.
- Completes all required QC/QA training successfully.
- Reviews materials availability and quality, functioning of mixes, effectiveness of quality control, use of admixtures, and specifications to advise suppliers.
- Ensures that PCC proportioning technicians perform properly and develops a good working relationship with contractors and producers.
- Calibrates annually the PCC plants in the district and reviews their production for quality levels.
- Reviews all reports concerning PCC on Motor Fuel Tax (MFT) funded projects.
- Directs the PCC Mixtures QC/QA Program.
- Trains, motivates, and evaluates proportioning technicians.
- Ensures the safest possible work environment for subordinate personnel.
- Maintains a database of current acceptable mix designs for various applications.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Completion of two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS five years of engineering experience; OR Seven years of engineering/construction/materials experience.
- Certification in Aggregate Technician (3 day), PCC Level I and PCC Level II with IDOT Quality Management Training Program.
Preferred Qualifications
- Working knowledge of PCC materials testing and laboratory testing equipment.
- Strong oral and written communication skills.
- Ability to develop and maintain cooperative relationships with staff, consultants and the public.
- Adept and experienced at problem solving.
- Effectively organized individual.
Conditions of Employment

- Ability to obtain certification in PCC Level III within of year of appointment.
- Valid driver’s license.
- Ability to work overtime.
- Extensive travel within the district and occasional statewide travel.
- Outdoor work in a variety of conditions including, but not limited to, production facilities, active construction sites and roads open to traffic.
- Ability to lift 50 lbs.
- Successful completion of a background screening.
- Successful completion of pre-employment physical, drug and alcohol screening.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
