Position Overview

The Department of Human Services is seeking to hire a Human Resources Representative for the Fox Developmental Center located in Dwight, Illinois. Under direction of the Personnel and Labor Relations Director, serves as a confidential assistant for the handling and processing of labor related issues and personnel policies and regulations at Fox Developmental Center.  Provides routine interpretation on Personnel Rules and Pay Plan and conducts employee training sessions relating to personnel services, benefits, and policies, in the absence of the Personnel/Labor Relations Director.

Essential Functions

  • Serves as a confidential assistant for the handling and processing of labor related issues and personnel policies and regulations at Fox Developmental Center; maintains personnel files and confidential records.
  • Logs and processes approved transactions, verifying accuracy of information.
  • Assists management staff in interpreting and implementing labor relation agreements, contracts, memorandums of understanding, DHS policies which have an impact on labor relations and the DHS Employee Handbook.
  • Verifies forms relating to employee enrollment in the Insurance Program are completed.
  • Responds to routine correspondence.
  • Completes various reports in a timely manner and by established due dates, verifying that reports are completed accurately and in accord with Fox Center and DHS/CMS (Central Management Services) guidelines, policies and procedures.
  • Develops and maintains the CMS-104 "Position Description" for the facility verifying that data reflects accurate position information and submits revisions for approval.
  • Prepares interview questionnaires for prospective new hires. 
  • Attends and actively participates in and successfully completes mandatory training, in-service training, group insurance training, labor relations training, FMLA and Reasonable Accommodation training.
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
  • Requires one (1) year of professional experience, preferably in human resources or satisfactory completion of an approved training program. 

Preferred Qualifications

  • Two (2) years of experience preparing and processing personnel transactions for a state agency.
  • Two (2) years of professional experience interpreting and applying rules and regulations for a human resources operation.
  • Two (2) years of professional experience working with personnel rules, Collective Bargaining agreements, Comprehensive Employment Plan or similar compliance rules and regulations for a public or private organization.
  • Two (2) years of professional experience in a private or public organization maintaining confidentiality and handling sensitive information with professionalism.
  • Two (2) years of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects.
  • Two (2) years of professional experience researching and compiling documents in response to inquiries from internal and external auditors ensuring accuracy and validity of data for a public or private organization.

Conditions of Employment

  • Requires ability to pass the IDHS background check.
  • Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
  • Requires the ability to become interview certified.
