Essential Functions

Formulates and implements rules, regulations, directives, policies and procedures governing employee and individuals in custody.

  • Plans and directs overall operations, programs and activities of facility.
  • Directs pivotal employees in assigned areas to ensure efficient operation of institution.
  • Applies preventive security measures enforcing policy and procedures avoiding potentially threatening issues.

 

Directs and evaluates program responsibility.

  • Monitors for effective operation of facility.
  • Coordinates and evaluates programs, security, custodial measures.
  • Pursues ongoing compliance with existing administrative directives and department rules.

 

Plans and directs facility budget.

  • Reviews and implements fiscal responsibility of expenditures and resources.
  • Establishes standards for safekeeping and guarantee of individuals in custody trust funds and other funds within the facility.

 

Consults with court officials, law enforcement personnel and other agencies regarding care and custody of individuals in custody.

  • Represents DOC (Department of Corrections) in communicating with the media.
  • Complies with laws cited by the State of Illinois in operation of facility.
  • Certifies legal decrees are implemented per court order.

 

Serves as full-line supervisor.

  • Assigns and reviews work.
  •  Provides guidance and training to assigned staff.
  • Counsels staff regarding work performance.
  • Reassigns staff to meet day-to-day operating needs.
  • Establishes annual goals and objectives.
  • Approves time off.
  • Adjusts first level grievances.
  • Effectively recommends and imposes discipline up to and including discharge.
  • Prepares and signs performance evaluations.
  • Determines and recommends staffing needs.

 

Completes inspections of overall physical plant, equipment and grounds for safety, security, sanitation, efficiency, maintenance and to ensure operational effectiveness of facility.

  • Makes recommendations.
  • Certifies follow-up for corrective action.
  • Directs development of facility new construction and renovation of existing plant and capital projects.

 

Travels to speak before civic groups and organizations to discuss programs of the facility and Department of Corrections.

 

Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in law enforcement, criminology, penology or a related field.
  • Requires four (4) years of progressively responsible administrative experience in a law enforcement public or private organization, a correctional facility or related field.

Conditions of Employment

  • Requires the ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires appropriate, valid driver’s license.
  • Requires the ability to qualify with firearms within twelve months of start date, and annually thereafter in accordance with agency directive and state or federal laws.
  • Requires completion of a background check and self-disclosure of criminal history.
  • Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of position held, is prohibited.
  • Requires the ability to be on-call.
  • Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
  • Applicants are required to abide by all vaccine and/or other medical standards as set out by the employer.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
