Essential Functions
- Serves as the Fair Employment Practices Compliance Technician.
- Travels to perform field inspections to evaluate and ensure contractor's compliance as cited by the Department of Human Rights (DHR) and Business Enterprise Program (BEP) regarding the diversity participation program for projects under the Capital Development Board's (CDB) jurisdiction within the FEP.
- Represents CDB at various seminars, conferences, task forces, and other organizations in educating the construction industry of economic opportunities for businesses owned by minorities, women, persons with disabilities, and veterans.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualification
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in public or business administration.
- Requires one (1) year of professional experience in a public or private organization, or completion of an agency approved professional management training program.
Preferred Qualifications
- Prefers the ability to investigate various types of records and field activities.
- Prefers working knowledge of social, cultural, and economic factors of minority and female group issues.
- Prefers intermediate or advanced proficiency in Microsoft Office Suite, including Outlook, Word and Excel or similar programs.
- Prefers strong communication skills.
- Prefers working knowledge of construction, contracts and procurement.
Conditions of Employment
- Requires completion of a background check and self-disclosure of criminal history.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
- Requires appropriate, valid driver's license.

Revolving Door:
Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 may apply to this position. As a result, the employee should be aware that if offered non-State employment during State employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (“OEIG”) or may be subject to a fine.

The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

The Capital Development Board (CDB) oversees the construction of new state facilities, such as correctional centers, state parks, mental health facilities, and college and university projects. In addition, CDB is responsible for renovation and rehabilitation projects at over 8,770 state-owned buildings spread over more than 100 million square feet of floor space.
