Position Overview

The Division of Mental Health is seeking to hire a Business Administrator for the Elgin Mental Health Center located in Elgin, Illinois to plan, organize and direct through review and approval of subordinate managers’ management objectives for fiscal operations department. Verifies business operations are following Division of Mental Health policy and procedure directives. Confirms accountability of financial transactions and that resources are utilized efficiently. The Elgin Mental Health Center provides treatment for release and restoration of the people we serve. It is a place of hope for the healing of mind, body and spirit where many find health and happiness again. Recovery is our vision.

Essential Functions

  • Serves as Business Administrator for the Elgin Mental Health Center. 

  • Serves as full line supervisor

  • Verifies business operations are following Division of Mental Health policy and procedure directives.

  • Directs the completion of facility-wide budget documentation for other lines appropriations and spending plan projections including recording and maintenance of source documents, entry into automated systems and monitoring of sub-forms forecasting tools.

  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.

  • Requires three (3) years of progressively responsible administrative experience in a public or business organization.

Preferred Qualifications

  • Bachelor’s Degree in Business, Finance or Accounting.

  • Five (5) years of professional experience in budgeting, accounting or financial management, including designing and developing budget reports and audits for a public or private organization. 

  • Three (3) years of professional experience managing and directing the business operations or financial operations for a public or private organization. 

  • Three (3) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, preparing and signing performance evaluations and approving time off. 

  • Three (3) years of professional experience in developing and monitoring plans of corrective action with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects. 

  • Two (2) years of professional experience in procurement and/or contract management within a private or public organization. 

  • Three (3) years of professional experience communicating with both internal and external stakeholders in oral or written form daily ensuring detailed and critical analysis or work performed.

Conditions of Employment

  • Requires the ability to utilize office equipment, including personal computers.

  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.

  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

  • Requires ability to pass the IDHS background check.

  • Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
