Position Overview
Under direction of the Forensic Court Services Director and the Forensic Treatment Program (FTP) Director, serves as Court Services representative, organizing, planning, executing, controlling, and evaluating the Court Services Program. Serves as a court liaison for the Forensic Program, performs highly responsible and sensitive services relating to issues of forensic patients and relationships with court personnel such as criminal court judges, public defenders, and assistant state's attorneys. Maintains communication and relations with court personnel on issues regarding Unfit to Stand Trial, Not Guilty by Reason of Insanity, and Mental Health laws. Monitors and reviews court reports/treatment plans submitted to the criminal courts. Coordinates the movement of patients to and from the criminal courts. Composes correspondence to judges, states attorneys, public defenders, and private attorneys.
Essential Functions
- Serves as Court Services Representative for the Elgin Mental Health Center.
- Maintains communication and relations with court personnel on issues regarding Unfit to Stand Trial (UST), Not Guilty by Reason of Insanity (NGRI), and Mental Health Laws.
- Provides guidance, monitors, and reviews court reports/treatment plans submitted to the criminal courts to ensure documents meet legal requirements and initiates corrective action plan if documents do not meet the legal requirements.
- Coordinates the movement of patients to and from the criminal courts.
- Organizes the goals and objectives of the Court Services Program.
- Composes and ensures correspondence and legal/clinical documents are sent to judges, states attorneys, public defenders, and private attorneys.
- Serves as backup to the other Court Services Executive.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.
- Requires one (1) year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.
Specialized Skills
- Of the one (1) year of experience, requires one (1) year of experience working with court services and the Illinois Mental Health laws and regulations as they relate to mental health, particularly with patients that are “Unfit to Stand Trial” as well as those that are determined “Not Guilty by Reason of Insanity”.
Preferred Qualifications
- One (1) year of experience working with court services and the Illinois Mental Health laws and regulations as they relate to mental health, particularly with patients that are “Unfit to Stand Trial” as well as those that are determined “Not Guilty by Reason of Insanity”.
- Two (2) years of professional experience communicating with judges, states attorneys, public defenders and private attorneys in verbal and written form.
- Two (2) years of professional experience organizing goals and objectives of a Court Services Program for a public or private organization.
- Two (2) years of professional experience providing guidance, monitoring and reviewing court reports/treatment plans to ensure documents meet legal requirements for a public or private organization.
- Two (2) years of professional experience coordinating movements of patients to and from the courts and providing guidance concerning court proceedings.
- Two (2) years of professional experience in a private or public organization maintaining confidentiality and handling sensitive information with professionalism.
Conditions of Employment
- Requires the ability to travel in the performance of job duties.
- Requires the ability to utilize office equipment, including computer software programs such as Microsoft Word and Excel for the preparation of reports, etc.
- Requires ability to pass the IDHS background check.
- Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
