Position Overview

The Division of Mental Health is seeking to hire a Security Officer Chief for the Elgin Mental Health Center located in Elgin, Illinois to plan, organize, and direct the overall operations for the security department including a large forensic population, requiring extensive security measures. Monitors buildings, inhabitants and grounds, including provisions of training and direction to security officer staff and dispatcher, to provide initial and planned response readiness to emergency situations. Provides for the effectiveness of the security enforcement program, providing initial response to protect the lives and property, including the use of controlled physical force and non-injurious physical restraint of aggressive patients. Formulates facility security regulations and emergency response plans consistent with agency regulations and directives. Prepares operating annual reports, budgets, equipment service/replacement requests. Conducts or monitors preliminary investigations and gives testimony for incidents involving security matters, vandalism, theft accidents and injuries.  Serves as working supervisor.

Essential Functions

  • Plans, organizes, and directs the overall operations for the security department including a large forensic population, requiring extensive security measures at the Elgin Mental Health Center.
  • Serves as working supervisor.
  • Directs staff in coordination of the security program with other agency personnel and the law enforcement agencies.
  • Trains security personnel in response readiness for security and safety incidents to provide initial and planned response readiness to emergency situations.
  • Monitors buildings, inhabitants, and grounds, including provisions of training and direction to security officer staff and dispatcher, to provide initial and planned response readiness to emergency situations.
  • Develops work assignments and master schedules for security staff.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to the completion of high school. 
  • Requires two (2) years supervisory experience in safety and protection service or investigative work. 

Preferred Qualifications

  • Five (5) years of experience working with security requirements and regulations for a public or private organization.
  • Five (5) years of experience directing the daily operations of a Security Department for a public or private organization.
  • Five (5) years of experience working with emergency response procedures including fire safety and controls for a public or private organization.
  • Three (3) years of experience supervising and training staff.
  • Three (3) years of experience formulating security regulations and emergency response plans consistent with regulations and directives.
  • Three (3) years of experience communicating effectively both orally and in writing.

Conditions of Employment

  • Requires the ability to walk and stand for a significant period of time, including stooping, bending and lifting.
  • Requires the ability to lift up to 50 pounds.
  • Requires the ability to acquire and maintain CPR certificate.
  • Requires the ability to participate in restraint interventions that require the physical hold of a patient.
  • Requires the ability to work after business hours, weekends, and holidays.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
  • Requires ability to pass the IDHS background check.
  • Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
