Position Overview
Are you an experienced Certified Public Accountant interested in overseeing a Finance office? The Illinois Lottery is hiring a Finance Manager in the Finance Division to oversee financial reporting, retailer services, and general accounting. The successful candidate will have extensive knowledge in GAAP, reviewing contracts, working with auditors, and projecting revenue. Essential Functions
1. As the Finance Manager, directs, plans, and reviews the preparation of monthly financial statements from General Ledger, sales journals, journal entries, and postings into the General Ledger, complex reconciliations of account balances to other records, pro forma statements, trial balance monthly.
2. Assists the CFO in compliance of the Private Management Agreement regarding financial aspects, including the balance of the year-end calculations and incentive payments.
3. Serves as full line supervisor.
4. Based on current and past sales history, on a regularly scheduled basis, determines the grand prize for Lotto, Little Lucky Day Lotto, Powerball and Mega Millions games drawings.
5. Oversees staff and updates policies and procedures related to Lottery retailer delinquencies, liens, and withholdings.
6. Determines and initiates the transfer of new proceeds from lottery ticket sales to the Common School Fund, accounting for more than $660 million on an annual basis and special causes.
7. Serves as a liaison with outside agencies, Office of the Auditor General, Fiscal and Economic Commission and Attorney General’s Office in the placement of accounts, expenditures, and litigation.
8. Develops and implements accounting policy, systems and procedures as required by the introduction of new Lottery products and prize structures and as required by changes in systems and/or statutes.
9. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years college in business administration, accounting, or finance.
2. Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in business administration, public or private accounting, auditing, or financial field.
3. Requires a Certified Public Accountant (CPA) license.
Preferred Qualifications
1. Four (4) years of experience utilizing generally accepted accounting principles as well as laws, rules and regulations relating to state and non-state accounting systems and procedures.
2. Four (4) years of experience maintaining accounting records and preparing and analyzing financial statements.
3. Four (4) years of experience supervising professional staff.
4. Four (4) years of experience developing, implementing, and interpreting departmental policies and procedures.
5. Four (4) years of experience managing a major agency program.
6. Four (4) years of experience analyzing administrative programs and developing and implementing an effective course of action.
7. Four (4) years of experience utilizing statistics and economics as they relate to department financial operations.
8. Four (4) years of experience interacting with and communicating in oral and written form with internal and external stakeholders.
9. Experience utilizing Microsoft Office products and accounting system software at an intermediate level.

5. Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
6. This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statement of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission (See Executive Order 15-09) Fines and penalties apply to untimely filings.
