Position Marketing Statement:  The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) is seeking an Staff Development Specialist I to serve as an Emergency Preparedness Instructor. This position presents training courses in assigned Region or elsewhere in the state. The individual in this position will also aid exercise design teams in the development and evaluation of the “all hazard concept”, simulation exercises, and conducting operations during disaster responses. The ideal candidate would have professional experience in developing lesson plans and simulation exercises. Essential Functions

  • Instructs courses for local government employees including, but not limited to, Professional Development Series, IL Professional Emergency Manager series, Incident Command series, and other courses that support the emergency management program within Illinois.
  • Participates in the development and review of exercise scenarios, objectives, and timelines for local governments to use when conducting exercises to test their ability to respond to disasters or emergencies of all types, ensuring compliance with Emergency Management Accreditation Program (EMAP) standards.
  • Participates in disaster response to support the administration of Unified Area Command, State Emergency Operations Center, staging area, or similar entities as required.
  • Assists with seminars, conferences, meetings, and training programs for management, supervisory, professional, and technical employees as part of the whole community partnership with both federal and state government employees. 
  • Participates in professional development courses as outlined within the Agency Training and Exercise policy.
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college. Academic course work should include quantitative measures (introductory statistics or business mathematics or social science analytical tools), educational methods, psychology of individuals, organizational or group behavior, labor relations or equivalents. 
  • Requires two (2) years of professional experience in education or related field. 

Preferred Qualifications

  • Two (2) years of professional experience in the development and use of lesson plans.
  • Two (2) years of professional experience in presenting written and pictorial instruction before individuals and groups from diverse backgrounds.
  • Two (2) years of professional experience in developing exercises following the guidelines of the Homeland Security Exercise and Evaluation Program.
  • Two (2) years of professional experience in the evaluation of the effectiveness of training programs based on metrics and techniques.
  • Two (2) years of professional experience in facilitating instruction using a variety of methods either in-person or virtual.
  • Two (2) years of emergency management experience at the local, state, or federal level.

Conditions of Employment

  • Requires a criminal history check through the Illinois State Police.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • Requires the ability to complete the National Qualification EOC Skillset Courses in order to facilitate the courses in compliance with approved curricula.
  • Requires the ability to complete the FEMA Basic Academy and complete the Train-the-Trainer in order to facilitate the academy in compliance with approved curricula.
