Position Overview:
The Department of Juvenile Justice is seeking a motivated, independent, and experienced individual to carry out day to day Human Resources tasks within their assigned facility. The incumbent in this position will serve as the main point of contact within their assigned facility and will assist general office staff on a variety of Human Resources aspects such as: creating and posting vacancies, scheduling and conducting interviews, compiling bid records, ensuring a smooth onboarding process for new hires, submitting required background investigations, completing required documents, and compiling packets for transactions, leaves, and benefits. The ideal candidate for this position will be patient, adaptable, and possess excellent verbal and written communication skills. We encourage all interested and qualified individuals to apply!
Essential Functions:
- Serves as point of contact for Human Resources related inquiries and requests.
- Serves as Group Insurance Preparer (GIP).
- Serves as Worker's Compensation Coordinator.
- Keyboards and submits forms required for background investigations of applicants, employees, and service providers, including summary of Background Investigations forms and fingerprint cards.
- Serves as State Employee's Retirement System (SERS) coordinator at facility.
- Provides advice and interpretation and instruction to staff as to Human Resources procedures, eligibility for examinations, career development, tuition reimbursement, upward mobility, leaves of absence, Family Medical Leave Act (FMLA) and other employee concerns and issues.
- Maintains files of employee job descriptions.
- Updates manuals e.g. transactions manual Personnel Rules and SERS manual as changes are received answers inquiries regarding credit checks employment verifications and other personnel matters.
- As a working supervisor or lead worker, provides guidance and direction to three or fewer subprofessional support staff; prepares, conducts and signs performance evaluations of subordinate staff; effectively recommends and imposes disciplinary action and adjusts subordinate staff grievances.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications:
- Requires knowledge, skill and mental development equivalent to completion of four years of college and one year of professional experience, preferably in human resources, or satisfactory completion of an approved training program.
Preferred Qualifications: (In Order of Significance)
- Prefers at least two (2) years of experience working in Human Resources within a state or local government agency.
- Prefers at least two (2) years of experience with the Personnel Code, Rules, Position Classification Plan, and Pay Plan or similar personnel processes in the public or private sector.
- Prefers at least one (1) year of experience using electronic hiring processes within Success Factors or an equivalent software program.
- Prefers at least (2) years of experience implementing and interpreting bargaining unit contracts and language as it relates to filling of vacancies.
- Prefers at least one (1) year of experience compiling bid records to determine order of selection within a public or private sector.
- Prefers at least two (2) years of experience using Microsoft Word and/or equivalent software program.
- Prefers at least two (2) years of experience using Adobe and/or related software program.
Conditions of Employment:
- Requires the ability to pass a IDJJ/IDOC background check.
- Requires the ability to pass a IDJJ/IDO drug screening.

The mission of the Illinois Department of Juvenile Justice (IDJJ) is to build youth skills and strengthen families by promoting community safety and positive youth outcomes. Over 900 staff members from across various departments—security, programming, education, mental health, and more—collaborate with the understanding that youth are physically, emotionally, and cognitively different from adults. The department provides extensive services to young people through a developmental, treatment-focused model of care that builds youth resiliency, engages families, and promotes community safety at the five youth facilities it operates across the state. IDJJ serves and houses approximately 150 youth and is responsible for approximately 500 youth on Aftercare in various Illinois’ communities.
