Position Overview

The Division of Mental Health is seeking to hire a Stationary Engineer Chief for the Madden Mental Health Center located in Hines, Illinois to serve as the Chief Engineer and lead worker for staff.  Performs responsible administrative work in planning organizing evaluating managing and directing all phases of physical operation and maintenance for the Madden Mental Health Center (MMHC) and as backup at other facilities as needed. Prepares request for expenditures forms for equipment and repair/installation needs for the MMHC. Serves as compliance coordinator for engineering issues as they pertain to Health and Safety Committee, The Joint Commission Accreditation, Illinois Department of Public Health (IDPH) & Illinois Department of Public Aide (IDPA) Certification, Occupational Safety and Health Administration (OSHA), State Fire Marshall, Environmental Protection Agency (EPA) and all other applicable State and local rules and regulations. Travels in performance of job duties.

Essential Functions

  • Serves as the Chief Engineer and lead worker for staff in the Madden Mental Health Center (MMHC).
  • Performs responsible administrative work in planning organizing evaluating managing and directing all phases of physical operation and maintenance for the Madden Mental Health Center (MMHC) and as backup at other facilities as needed.
  • Prepares request for expenditures forms for equipment and repair/installation needs for the MMHC.
  • Conducts periodic checks of the boiler and mechanical rooms and entire facility to observe the operation of all equipment, systems, generators, and other machinery.
  • Serves as designated lead worker for staff at Madden Mental Health Center (MMHC).
  • Serves as compliance coordinator for engineering issues as they pertain to Health and Safety Committee, The Joint Commission Accreditation, Illinois Department of Public Health (IDPH) & Illinois Department of Public Aide (IDPA) Certification, Occupational Safety and Health Administration (OSHA), State Fire Marshall, Environmental Protection Agency (EPA) and all other applicable State and local rules and regulations.  
  • Performs other duties as required or assigned that are within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of high school.
  • Requires seven (7) years of experience in the operation of a commercial or institutional power plant or as a skilled craftsman in the mechanical or building trades.  
  • Requires possession of a valid certificate as a Universal Technician under U.S.E.P.A. Section 608 rules.

*The possession of a valid certificate as a Universal Technician under U.S.E.P.A. Section 608 encompasses positions which perform refrigeration/air-conditioning work that has the possibility of release of chlorofluorocarbons into the atmosphere.

Preferred Qualifications

  • Five (5) years of professional experience in the methods used in the operation of high-pressure coal, gas or oil-fired boilers and their appurtenances.
  • Five (5) years of professional experience with regards to water and sewage treatment.
  • Five (5) years of professional experience working with public health regulations and building codes.
  • Five (5) years of professional experience diagnosing problems in mechanical, electrical, heating and air-condition systems and the ability to recognize potentially dangerous situations and to make appropriate emergency responses.
  • Five (5) years of professional experience directing the work of employees engaged in the maintenance of mechanical and building systems.
  • Five (5) years of professional experience preparing and maintaining records.
  • Five (5) years of experience following and expressing complex ideas clearly both orally and in written form.

Conditions of Employment

  • Requires stationary engineer license certificate for the City of Elgin or the City of Chicago.  
  • Requires ability to lift, push and pull up to 50 lbs. independently and up to 100 lbs. with assistance.
  • Requires the ability to work shifts, including weekends and holidays in case of emergencies.
  • Requires the ability to serve on an on-call basis and to utilize agency supplied materials/equipment (e.g., pager, cell phone, etc.) for emergencies.
  • Requires a valid appropriate driver's license.
  • Requires the ability to travel in the performance of job duties.
  • Requires the ability to utilize office equipment, including personal computers.
  • Requires the ability to perform the physical functions and tasks associated with engineering including but not limited to ladder climbing, squatting, kneeling, bending, and walking.
  • Requires ability to pass the IDHS background check.
  • Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
