Position Overview

The Division of Mental Health is seeking to hire a Human Resources Representative for the Madden Mental Health Center located in Hines, Illinois to perform a variety of complex, specialized professional human resource activities for the employees of Madden Mental Health Center. Prepares personnel transactions and job descriptions.  Coordinates employee benefits and assists new hires and conducts employee orientation.  Distributes and tracks employee performance evaluations.  Maintains all records and files of current and past employee’s.  Maintains facility job posting board.  Carries out all job duties under confidential parameters.

Essential Functions

  • Performs a variety of complex, specialized professional human resource activities for the employees of Madden Mental Health Center.
  • Provides guidance and advice to Hospital Chief Executive Officer and staff concerning Personnel Rules, Pay Plan issues and classification issues.  
  • Receives incoming job postings and posts them to facility job posting board.
  • Using computer applications, prepares, composes, and develops correspondence.
  • Conducts new hire orientation as needed.
  • Assists with tracking Leaves of Absence (LOA) and returns.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental developmental equivalent to completion of four (4) years of college and one (1) year of professional experience, preferably in human resources or satisfactory completion of an approved training program.

Specialized Skills

  • Of the one (1) year of professional experience, requires one (1) year of experience in Human Resources conducting comprehensive employee onboarding programs.

Preferred Qualifications

  • One (1) year of experience in Human Resources conducting comprehensive employee onboarding programs.
  • Two (2) years of professional experience working with human resources and group insurance programs for a public or private organization.
  • Two (2) years of professional personnel experience in a public or private organization maintaining confidentiality and handling sensitive information with professionalism.
  • Two (2) years of experience communicating with both internal and external stakeholders daily ensuring detailed and critical analysis of work performed.
  • One (1) year of professional experience maintaining employee records and files of current and past employee’s Personnel and Benefits files folders.
  • One (1) year of experience presenting facts clearly both orally and in writing.
  • Three (3) years of experience utilizing office equipment, including personal computers, basic computer skills and software programs such as Microsoft Office Suite, Excel, Microsoft Word and PowerPoint.

Conditions of Employment

  • Requires the ability to attend and pass all mandatory training sessions, workshops, and conferences.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
  • Requires ability to pass the IDHS background check.
  • Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
