Position Overview

Under general supervision, performs technical accounting functions in the preparation, maintenance and input of detailed account records for appropriations accounting, purchasing, accounts payable and miscellaneous collections.  Receipts and submits to State Treasurer monies collected.  Dispenses petty cash and ensures proper documentation is obtained.  Serves as back-up to account technician counterparts.

Job Responsibilities

1. Performs technical accounting functions in the preparation, maintenance and input of detailed account records for appropriations accounting, purchasing, accounts payable and miscellaneous collections.  Maintains detailed books including close and post-close.

 

2. Inputs into computer appropriations accounting data.

 

3. Upon approval from the petty cash custodian, dispenses petty cash and ensures proper documentation is obtained.  Processes petty cash for replenishing.  Completes annual petty cash log.  Deposits money from the comptroller to replenish account when needed.

 

4. Monitors purchase requests for signatures and consent to purchase.  Forwards to the Fiscal/ Environmental Services Director for approval.

 

5. Maintains record of miscellaneous collections and submits check to the State Treasurer.  Prepares and gathers necessary information to complete the personal property claim forms.  Confirms completeness and accuracy of personal property claim forms for approval and submits payment.

 

6. Prepares, sorts and applies postage to letters and packages for out-going mail.  Delivers mail to the post office.  Sorts and routes incoming business office mail.  Orders forms and prepares vouchering for postage.

 

7. Serves as back-up to account technician counterparts to ensure locally held accounts including Trust Fund, Special Trust (Amusement) and Workshop are maintained.  Disburses monies and prepares receipts for these accounts and replenishes cash on hand Ensures transaction policies and procedures are followed.

 

8. Performs other duties as required or assigned which are reasonable within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill and mental development equivalent to completion of two years of college and completion of an approved training course or three years of related clerical bookkeeping experience.

Knowledge, Skills, and Abilities

  • Requires working knowledge of state or non-state accounting procedures. 
  • Requires ability to apply established accounting techniques. 
  • Requires working knowledge of office methods and procedures. 
  • Requires working knowledge of principles and functions of standard office accounting machines and equipment.

Conditions of Employment

  1. Requires the ability to meet all agency vaccine/health-related policies and guidance.
  2. Requires ability to pass the IDHS background check.
