Position Overview
The Division of Development Disabilities is eagerly seeking to hire a dynamic, organized, detail-oriented Assistant Director of Budget/Fiscal/Support Services for State Operated Developmental Centers (SODC) Operations in Kankakee County. This position will perform various duties to direct, support and evaluate the administration of budget, fiscal and support services functions of SODC Operations as a part of the Management and Transition Team.
Essential Functions

Serves as the Assistant Director of Budget/Fiscal/Support Services for State Operated Developmental Centers (SODC) Operations.

Reviews, monitors and provides support in the preparation of spending plans for appropriation allotments for SODC programs and the allocation and administration of special funds.

Develops and implements the master budget for SODC Operations with guidance from the SODC Director of Budget/Fiscal/Support Services.

Promotes improved operating procedures and processes, facilitates communication and intra-developmental Center cooperation and efficiency.

Travels to serve as a member of the SODC Executive Leadership Team and represents SODC Operations in meetings.

Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
-
Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.

Requires three (3) years progressively responsible administrative experience in the fields of fiscal management, accounting, budgeting, internal auditing, insurance and/or finance.
Preferred Qualifications
-
Three (3) years of professional experience in accounting and audit theory, principles, methods and procedures and laws, rules and regulations relative to accounting.
-
Three (3) years of professional experience estimating and budgeting for future needs and cost of personnel, space, equipment and services.
-
Three (3) years of professional experience utilizing policies and procedures for a public or private organization.
-
Three (3) years of professional experience analyzing administrative problems and adopting an effective course of action.
-
Three (3) years of professional experience developing, installing and evaluating new and revised methods, procedures and performance standards.
-
Two (2) years of professional experience communicating effectively both verbally and in writing.
-
Two (2) years of professional experience performing essential job functions using a computer.
-
Two (2) years of professional experience utilizing Microsoft Outlook, Word and Excel.
Conditions of Employment

Requires ability to pass the IDHS background check.

Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.

Requires the ability to travel in the performance of job duties.

Requires the ability to be on-call for work on holidays and weekends.

Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.

This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
