Job Responsibilities

Are you up for the challenge? Lincoln Correctional Center is looking for an energetic candidate to serve as the Confidential Assistant to the Warden. This position performs highly confidential, sensitive administrative tasks, while managing the Human Resources area of the facility. In addition, the successful candidate serves as the facility Employee Review Board Hearing Coordinator. The ideal candidate should be a self-motivated, task oriented, organized individual with strong interpersonal communication skills with the ability to maintain strict confidentiality with a variety of issues which impact the agency's operations and programs. Moreover, the ideal candidate must have the ability to apply positive human relations skills with management, representatives of government, private industry, and the public, along with being a team orientated worker. Experience in a corrections or public safety like atmosphere is beneficial. Job Responsibilities

1.    Serves as a Labor Relations Coordinator, adjusts first level grievances, chairing Second Level Grievance Committee meetings with labor representatives resolving grievances.

2.    Serves as an Employee Review Hearing Coordinator.
3.    Serves as a Confidential Assistant to the Warden performing duties which are controversial in nature which have a direct impact on the credibility of the agency's operations and programs.

4.    Serves as the Public Information Officer for Lincoln Correctional Center.
5.    Serves as full-line supervisor.
6.    Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
 

Minimum Qualifications


1.   Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in public or business administration.

2.   Requires two (2) years of professional experience in a public or private organization.
 

Preferred Qualifications (in order of significance)

1.  Prefers at least three (3) years of experience working with and maintaining confidential information.

2.  Prefers at least two (2) years of working experience in a correctional setting.

3.  Prefers at least two (2) years of experience interpreting labor agreements.

4.  Prefers at least two (2) years of experience implementing personnel and labor relations policies and practices.

5.  Prefers at least one (1) year of professional experience communicating and interacting with management, representatives of government, private industry, and the public.

6.  Prefers at least one (1) year of experience scheduling appointments and meetings.

7.  Prefers at least six (6) months of implementing an employee discipline process at a public or private Organization
 

Conditions of Employment

1. Requires ability to work overtime.
2. Requires ability to pass the IDOC/IDJJ background check.
3. Requires ability to pass a drug screen. On January 1, 2020, the Cannabis Regulation and Tax Act made it legal for residents over the age of 21 to produce, consume and sell cannabis in Illinois. Please note that although the law has changed, the Department will continue to enforce the Department's zero tolerance Drug Testing policy. The use of unauthorized drugs, including cannabis, by an employee, reQardless of the position held is prohibited.

4. Governor Pritzker announced a mandatory COVID-19 vaccination policy for all State employees whose job duties require them to work in a congregate care facility. All 24/7 congregate-care facilities operated by the Illinois Department of Corrections are included in this mandate, which is scheduled to take place October 14, 2021.  Administration is currently in negotiations with AFSCME for employees covered under a collective bargaining agreement in regard to this mandate.  The State will offer the exemptions required under law for those who cannot be vaccinated for medical and/or religious reasons.
