Position Overview:

This position serves as the Health Care Unit Administrator position for IYC Lincoln (Monarch). The incumbent will plan, develop, organize, and manage the overall operations of the health care unit daily. This will include working with state and contractual staff and monitoring the quality of care given to our patients. The Health Care Unit Administrator will also be responsible for the monthly reports, communication with the Office of Health Services, CQI data collection and studies, as well as audit completion. Essential Functions:

  • Directs, manages, and evaluates the Health Care Unit.
  • Serves as full-line supervisor.
  • Serves as Duty Administrative Officer.
  • Monitors patient care.
  • Communicates with staff in the facility, the Agency, and external health care providers.
  • Inspects patient care areas.
  • Conducts staff training.
  • Travels for meetings and training.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications:

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
  • Requires licensure as a Registered Nurse in the State of Illinois.
  • Requires prior experience equivalent to three (3) years of progressively responsible Registered Nursing experience.

Preferred Qualifications: (In Order of Significance)

  • Prefers at least one (1) year of working experience in a juvenile justice setting, residential program, or other pediatric practice.
  • Prefers at least one (1) year of professional healthcare management experience.
  • Prefers at least one (1) year professional experience managing unionized nurses.
  • Prefers at least one (1) year professional experience interpreting and monitoring healthcare contracts.
  • Prefers at least one (1) year of professional experience maintaining a Continuous Quality Improvement (CQI) program along with recommending and implementing improvements.
  • Prefers a four-year (4) Bachelor of Science degree or higher in Nursing.
  • Prefers at least (1) year of experience training Registered Nursing staff.

Conditions of Employment:

  • Requires current CPR certification and Basic Life Support.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires the ability to pass the IDOC/IDJJ background check.
  • Requires the ability to pass a drug screen. On January 1, 2020, the Cannabis Regulation and Tax Act made it legal for residents over the age of 21 to produce, consume and sell cannabis in Illinois. Please note that although the law has changed, the Department will continue to enforce the Department’s zero tolerance Drug Testing policy. The use of unauthorized drugs, including cannabis, by an employee, regardless of the position held is prohibited.

Over 900 staff members from across various departments—security, programming, education, mental health, and more—collaborate with the understanding that youth are physically, emotionally, and cognitively different from adults. The department provides extensive services to young people through a developmental, treatment-focused model of care that builds youth resiliency, engages families, and promotes community safety at the five youth facilities it operates across the state. IDJJ serves and houses approximately 150 youth and is responsible for approximately 500 youth on Aftercare in various Illinois’ communities.
