Position Overview

The Illinois Department of Corrections is looking for a candidate to serve as the Northern Region Program Commander for the Intelligence and Internal Investigations Unit. The ideal candidate is self-motivated, task oriented, and has excellent organizational skills. This position will plan, direct, and coordinate the northern unit being responsible for program budget, developing and implementing policies and procedures as well as supervising staff assigned to both investigations and intelligence. Additionally, the position will serve as a liaison with appropriate law enforcement agencies to provide expertise in resolving complex issues. We encourage all qualified applicants to apply.

Essential Functions

  • Plans, directs, and coordinates the Intelligence and Internal Investigations Northern Unit.
  • Serves as full line supervisor.
  • Serves as liaison with appropriate law enforcement agencies on a local, state or federal level, to provide expertise in resolving complex investigative issues.
  • Monitors investigation processes to confirm supervisors are conducting case management.
  • Develops policies and procedures regarding the identification, profiling and gathering of data for gangs, individual in custody population, Security Threat Groups (STG), etc.
  • Conducts special investigations/projects at the request of the Chief of Intelligence and Internal Investigations and the Director that are confidential.
  • Monitors expenditures pertaining to the Unit.
  • Reviews final investigation reports and when approved for forwarding, writes the letter of transmittal, briefly outlining the elements of the investigation, the conclusions, and there commendations.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with major course work in law enforcement/corrections.
  • Requires prior experience equivalent to three (3) years of progressively responsible professional experience in law enforcement investigatory concepts and techniques.

Preferred Qualifications

  • Prefers at least three (3) years of supervisory experience.
  • Prefers at least three (3) years of experience conducting investigations, including interviewing persons, gathering and compiling pertinent investigative/information data, and writing reports.
  • Prefers at least three (3) years work experience writing and interpreting policy.
  • Prefers at least two (2) years of working with and maintaining confidential information.
  • Prefers at least two (2) years work experience preparing cases for prosecution.
  • Prefers at least two (2) years of experience working with outside law enforcement agencies on a local, state, or federal level.
  • Prefers at least two (2) years work experience developing strategies to enhance a program area.
  • Prefers at least one (1) year experience identifying, profiling, and gathering data for Security Threat Groups.
  • Prefers at least one (1) year experience using Microsoft Outlook, Excel, Word, or similar programs.
  • Prefers at least one (1) year experience using Consolidated Listing of Incidents and Crimes(CLIC) and/or Institutional Listing of Incidents and Crimes (ILIC), or similar database, to input and track data for incidents and crimes.

Conditions of Employment

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
  • Requires ability to carry a firearm.
  • Requires ability to qualify with firearms prior to the completion of the initial pre-service training curriculum and annually thereafter in accordance with agency directive and state or federal laws.
  • Requires possession of an active Firearm Owners Identification Card (FOID) and must maintain active status while in the position.
  • Requires ability to pass the IDOC/IDJJ background check.
  • Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of position held, is prohibited.
