Position Overview:

The Illinois Department of Veterans Affairs is seeking to hire an Account Technician II for the Manteno Veterans’ Home. Under the direction of the Business Administrator, this position performs technical procurement and accounting duties in support of facility operations, including purchasing goods and services, processing procurement transactions, maintaining financial and procurement records, and ensuring compliance with State procurement laws, rules, and policies. This position works closely with facility staff, vendors, and Central Office personnel to support the mission of providing quality services to Illinois Veterans. Essential Functions:

  • Under direction of the Manteno Veteran's Home Business Administrator, performs varied technical bookkeeping and accounting duties related to procurement of goods and services for the Manteno Veterans' Home and ensures procurements are made in accordance with procurement statutes, administrative rules, policies, and procedures set forth by the Executive Ethics Commission, the Department of Central Management Services, and the Department of Veterans’ Affairs.
  • Prepares and maintains procurement records and reports.
  • Enters vendor orders in the BidBuy system.
  • Oversees the Member Benefit Fund order requests and requisitions.
  • Assists General Store and Dietary Store staff in receiving products as needed.
  • Performs other duties required or assigned which are reasonably within the scope of the duties enumerated.

Minimum Qualifications:

  • Requires knowledge, skill, and mental development equivalent to completion of two (2) years of college and one (1) year of technical accounting experience OR four (4) years of related clerical bookkeeping experience.

Preferred Qualifications:

  • Prefers extensive knowledge of procurement, strategic sourcing, and vendor management.
  • Prefers experience in managing multiple project assignments at any given time.
  • Prefers at least two (2) years experience of state or non-state fiscal policies and procedures.
  • Prefers at least two (2) years experience of analytical accuracy in financial recordkeeping.
  • Prefers excellent interpersonal skills with strong problem-solving strategic thinking.

  • Requires ability to pass a background check.
  • Requires ability to pass a drug screen and pre-employment physical.
  • Requires ability to meet all agency vaccine/health-related policies and guidance.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires ability acquire and maintain Cardiopulmonary Resuscitation (CPR) certificate.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
  • Requires use of agency-supplied equipment (mobile phone, laptop, etc.).
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime.
