Position Overview

The Illinois Department of Corrections (IDOC) is seeking a Compliance Monitor that will oversees and conducts compliance activities in southern region correctional facilities, focusing on the Prison Rape Elimination Act (PREA). Key responsibilities include collaborating with Central Office staff and facility personnel to ensure compliance, assisting with internal and external audits, developing corrective action plans, and providing written and verbal reports. The role involves travel to various facilities, conducting policy reviews, and training facility compliance managers. The monitor also analyzes compliance trends, provides recommendations for policy changes, and stays updated on operational procedures and accreditation standards. Additionally, the monitor supports colleagues as needed and helps identify and resolve compliance issues. We encourage all qualified applicants to apply.

Essential Functions

  • Serves as a Compliance Monitor, directing, reviewing, and conducting compliance activities within the southern region facilities.
  • Provides written and verbal narrative to the Central Office PREA Compliance staff and facility staff.
  • Confers with Central Office PREA Compliance staff and facility Compliance staff.
  • Working with the Central Office PREA Compliance staff and assigned Regional Corrections Compliance Coordinator, provides technical review process training to Facility PREA Compliance Manager(s).
  • Provides consultation to the Central, Regional, and facility Compliance staff.
  • Serves as the back-up to other Regional Compliance Monitors as needed and at the direction of the Department PREA Compliance Administrator.
  • Monitors plans of corrective action related to the identification of problems and issues which negatively impact the compliance rating within a correctional facility.
  • Attends conferences and participates in staff meetings to keep abreast of facility operations, operational procedures, Department policies and procedures, rules, and regulations as they relate to accreditation standards and survey procedures.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with course work in business or public administration.
  • Requires three (3) years of progressively responsible administrative experience.
  • Of the three (3) years of experience, two (2) years must be progressively responsible experience conducting reviews and implementing corrective measure follow-up reviews as part of a regional, or statewide correctional platform.

Preferred Qualifications

  • Prefers at least two (2) years of experience with the review process within a correctional facility.
  • Prefers at least two (2) years of professional experience in correctional compliance practices, policies, procedures, and review practices.
  • Prefers at least two (2) years of professional experience directly involved with correctional programs and operational functions of a correctional facility.
  • Prefers at least two (2) years of experience working in a team setting.
  • Prefers at least one (1) year of experience directly involved in an accreditation process with a nationally recognized entity within a correctional setting.
  • Prefers at least one (1) year of experience conducting reviews (audits) on a statewide or agency level.
  • Prefers at least one (1) year of experience interpreting and implementing policies.
  • Prefers at least two (2) years of professional experience preparing clear, concise, and complete audit reports utilizing supporting documentation for noncompliant subject areas.
  • Prefers at least one year (1) of experience with nationally recognized associations implementing and auditing established best practices within the correctional setting.
  • Prefers at least one (1) year of experience using and developing computer-generated spreadsheets, reports, slideshow presentations, and documents.

Condition of Employment

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
  • Requires ability to pass the IDOC/IDJJ background check.
  • Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of position held, is prohibited.
